Treat paramilitary forces as organized services: HC

NEW DELHI: In a landmark verdict which will benefit thousands of Group A paramilitary personnel, the Delhi High Court Thursday paved the way for their smooth career progression by declaring them to be "organized services."

A bench of Justices Kailash Gambhir and Najmi Waziri said the Centre must consider all paramilitary forces — CRPF, BSF, ITBP, CISF and SSB as "organized services" to extend them not just financial benefits but better promotional and deputation avenues in the government

The court said group A officers of paramilitary forces should be given all benefits including non-functional financial up gradation (NFU) from 2006 in terms of the 6th Pay Commission. NFU is granted to only 'Group A organized services' recognized by the government.

Seventh Pay Commission likely to see pay hikes by 40%

New Delhi: The Seventh Pay Commission’s report is likely be submitted to the Finance Minister Arun Jaitley shortly.

Sources said that there will be no internal relief. The average increase in basic fair pay for all government employees will be in the region of 40-45%.

This is a very rough average because for senior level officers, like the Cabinet Secretary or officials at the secretary level, the payback could increase by more than 50%.

The Pay Panel may recommend a new pay scale from January 1, 2016. The existing HRA would be retained for A1 cities; while there would be a 15-20% hike for other cities.

Announcement on One Rank One Pension implementation likely in the next two days: CNN-IBN

After days of tussle between ex-servicemen and the Narendra Modi government, an announcement on the implementation of the One Rank One Pension scheme is now likely to happen in the next two days.

According to sources, the government is likely to brief President Pranab Mukherjee before taking the final call. Notably, the ex-servicemen had recently written to the President, seeking his intervention in the issue. However, the implementation of OROP continues to face some last minute hurdles with defence veterans refusing the offer from the government.

Major General Satbir Singh (retired), who is spearheading the protest by the ex-servicemen at Jantar Mantar in the national capital, held a meeting in this regard with Army Chief General Dalbir Singh on Thursday. The ex-servicemen reportedly conveyed to the government that they were willing to relent on a two-year review and not five years, as proposed by the government.

The Government has announced the One Rank One Pension scheme for the Ex-Servicemen. This was announced by the Defence Minister Shri Manohar Parrikar here today. The following is the statement of the Defence Minister:

“Government of India respects its Defence Forces and Ex-Servicemen for their valour, patriotism and sacrifices. The Government is proud of their devotion to duty and bravery. Our forces, besides vigilantly and gallantly defending the nation, have displayed exemplary standards of courage and bravery in natural calamities, law and order situations and other difficult circumstances.

Bonus Calculation Ceiling will be increased: Secy Min of Lab & Emp informed to BMS

Central Government Employees are going to get higher amount of bonus this year. Earlier, the ceiling for bonus was Rs. 3500 per month. From this year, the ceiling is going to be increased to Rs. 10,000 per month. In a letter from Secretary, Ministry of Labour and Employment, Mr S. Agarwal conveyed this good news to Sri Vijesh Upadhyay, Genl. Secy., Bharatiya Mazdoor Sangh.  Secretary also informed that the minimum wages will be fixed at a level which is respectable.

Trade unions eyed Rs 15,000 per month minimum wage as national baseline

One of the key issues on which the negotiations between the government and the 10 central trade unions that had called for a general strike on Wednesday broke down was that of minimum wages. A labour ministry document circulated amongst the trade unions days before the strike, argued that by current norms, prices and calorific needs, Rs.6330 per month is the monthly wage adequate for an unskilled worker with a wife and two small children.

The trade unions and various other federations that represent 15 cr workers had demanded Rs.15,000 per month minimum wage as a national level floor wage. Striking a generous posture, the government modestly increased its proposal to Rs.7098 per month.

What the government had proposed was less than half of what was demanded. This was one of the contributory factors to the breakdown of negotiations. Other demands of the workers included social security coverage, non-interference with existing labour laws, etc.

NEW DELHI: Even as the fine-print of the 'one rank, one pension' (OROP) formula decided by the government is still awaited, back-of-the-envelope calculations show retired military officers will get a pension hike ranging from Rs 8,000 to Rs 22,000 per month, while jawans and junior commissioned officers will get Rs 2,200 to Rs 9,000.

These figures factor in the existing 113% dearness allowance. "But they are very complex calculations depending on when an officer retired, at what rank and what length of service ... the situation will be much clearer after the detailed government order comes out. The devil will be in the details," said an officer.

PM Modi breaks silence on OROP, says defence veterans being misled on voluntary retirement issue

A day after the much-awaited announcement on the implementation of the One Rank One Pension scheme, Prime Minister Narendra Modi on Sunday broke his silence on the issue, saying he had fulfilled the promise he made before Lok Sabha elections 2014.

Asserting that the government wanted to see the soldiers of the country happy, the Prime Minister assured that they were still willing to look into any unaddressed issue with the help of the one-member judicial panel announced by the government.
