Clarification on the points raised by banks in the meeting held on 22.08.2016
1 Applicability to absorbees Para 7 (a) of the OM No. 38/37/2016-P&PW (A) (ii) dated-04.08.2016 issued by DP&PW stipulates that “Where the Government servants on permanent absorption in Public Sector Undertakings/ Autonomous Bodies continue to draw pension separately from the Government, the pension of such absorbees will be updated in terms of these orders. In cases where the Government servants have drawn one time lump sum terminal benefits equal to 100% of their pensions and have become entitled to the restoration of one-third commuted portion of pension as per the instructions issued by this Department from time to time, their cases will not be covered by these orders. Orders for regulating pension of such pensioners will be issued separately”.
2 Applicability of family pensions for absorbees Para 7 (b) of the OM No. 38/37/2016-P&PW (A) (ii) dated-04.08.2016 issued by opapw stipulates that “In cases where, on permanent absorption in public sector I undertakings/ autonomous bodies, the terms of absorption and/or the rules permit grant of family pension under the CCS (Pension) Rules, 1972 or the corresponding rules applicable to Railway employees/ members of All India Services, the family pension being drawn by family pensioners will be updated in accordance with these orders."

4 Interpretation of para 6 of OM dated 04.08.2016 on dearness relief to employed/ re-employed pensioner. It has been clarified by Director, DP&PW that “As is clear from para 7(a) of the OM dated 04.08.2016, the pension of those pensioners who are re-employed and were not drawing dearness relief before 01.01.2016, is also required to be revised w.e.f. 01.01.2016 in terms of the said oM. However, dearness relief on revised pension will not be admissible during the period of re-employment”.
5 Format of reporting through e-scrolls of 7th CPCIt has already been mentioned in para 3 of CPAOs OM No. CPAO/lT&Tech/Revision (7030/19 Vol-III/2015-16/109 dated-11th August, 2016 that “after paying the revised pension and arrears, banks have to flag the revised cases in the Format-A of e-Scrolls to be submitted to CPAO so that revised cases may be identified at CPAO. To enable the banks for flagging of such cases, necessary modifications have been made in the Format-A of e-Scroll by changing the heading of column -18 to “Applicable Pay Commission”. Under this column, banks have to fill “7” for the cases which have been revised under 7th CPC by them”. Further, in the Column No. 27 of Format-F in e-scroll titled “Pay Commission" 7th CPC may be incorporated and sent alongwith Format-A. Each CPPC must attach Format-F with each e-scroll.
6 Who would do Ex-gratia payment revision? The DP&PW oM No.38/37/2016-P&PW (A) (ii), dated 04.08.2016 is meant for revision of pension only of pre-2016 pensioners/family pensioners for which banks have been authorized to revise the pensions and make payment accordingly. Revision of ex-gratia payment is to be dealt with in accordance with para 12.1 of DP&PW oM No. 38/37/2016-P&PW (A) (i), dated 04.08.2016. The ex-gratia revision cases are required to be dealt with by the Department concerned and not by banks
7Specific case of the Chief Election Commissioner In this context para 2.3 of DP&PW OM No. 38/37/2016-P&PW (A) (ii), dated-04.08.2016 clearly states that these orders do not apply to the retired High Court and Supreme Court Judges and other Constitutional/ Statutory Authorities whose pension etc. is governed by separate rules/orders.
8How to deal with cases where pension is being paid on 5th CPC rates.  Following categories:-

i) Employees suspended before 2006 and also retired before 01.01.2006.

ii) Employees suspended before 2006 but retired after 01.01.2006.

iii) Employees who retired before 2006 and against whom departmental/judicial proceedings were
pending at the time of retirement.

were allowed to draw provisional pension in the pre-2006 pay scales.
Later on DP&PW vide 38/6/2010-P&PW (A)(pt) dated18.03.2013 had decided to revise all such cases of provisional pensions in terms of their OM No. 38/37/08-P&PW (A) dated-01.09.2008. As such these cases may be referred to the concerned Ministry/Department for revising them first as per 6th CPC before they are revised under 7th CPC.
9Applicability of 7th CPC revisions to various categories of pensioners.As per para 2.1 of DP&PW OM No.38/37/2016-P&PW(A) (ii) dated-4th August, 2016, “These orders shall apply to all pensioners/family pensioners who were drawing pension/family pension before 1.1.2016 under the Central Civil Services (Pension) Rules, 1972, Central Civil Services (Extraordinary Pension) Rules and the corresponding rules applicable to Railway pensioners and pensioners of All India Services, including officers of the Indian Civil Service retired from service on or after 1.1.1973. A pensioner/ family pensioner who became entitled to pension/ family pension with effect from 01.01.2016 consequent on retirement/death of Government servant on 31.12.2015, would also be covered by these orders”.

The categories of pensioners further clarified by Director, DP&PW to SBI is as under:-

i) The pension of Defence Civilian Pensioners, Postal and Telecom Pensioners under CDA category is regulated by CCS (Pension) Rules. These pensioners are, therefore, eligible for revision of pension under OM dated 4.8.16. However the absorbee pensioners of BSNL/MTNL who are getting pension under IDA category are not covered by this OM. The absorbee pensioners who had taken lump-sum in lieu of their monthly pension and are getting only one-third restored pension are also not covered by this OM.

ii) The State Government pensioners are not eligible for revision of pension under this OM. However the All India Service officers and employees retired from CAG/AGs/Audit & Accounts Departments in States are covered under this OM.
10 Applicability of Additional Pension on attaining the age of 65 years to the pensioners of UT Chandigarh on the pattern of Punjab State GovernmentA clarification has been sought from IS (UT), MHA and DP&PW Central Government instructions allow additional pension only on attaining age of 80 years and above. Therefore, the additional payment on attaining the age of 65 years in case of UT Chandigarh pensioners banks should not grant additional pension on attaining the age of 65 years instead of 80 years until a
clarification regarding applicability is received.

Subject: Monitoring/handling of Pensioners’ Grievances 8: uploading of quarterly lists of retiring employees by Pr. CCAs/CCAs/CAs/ AGs/Administrators of UTs/Delhi Admin and respective PAOs through 'Web Responsive Pensioners Service' of CPAO
1. Quick & satisfactory disposal of pensioners' grievances has been on top priority of CPAO. For this purpose, a Grievance Cell is already functioning in CPAO and grievances received through different modes are settled by it. So far, grievances not pertaining to CPAO directly but involving other agencies for final disposal were being forwarded to the concerned agency i.e. Bank, PAO for necessary action through email/letter. However, no tracking/monitoring of disposal of such grievances was available either with the Ministries or with CPAO.

2. In order to fill this gap, CPAO has developed Grievance Redressal and Monitoring System in its website www.cpao.nic.in under the ’Web Responsive Pensioners Service’. Through this facility, pensioners’ grievances can be transferred online on the login of the concerned PAO from the CPAO website for early disposal and update thereon for pensioner’s information. For the grievances which need to be resolved by concerned HOO/DDO; PAO has been given facility to mark such grievances to the concerned DDOs for their response. Here, it may be noted that marking of grievances to the DDOs is only for reporting/tracking purpose. After marking the grievances through system, FAQ will require to send the same to the concerned 0005 through available modes i.e. letters/emails as DDOs are not connected through this system. Similarly, response from the 0005 taken through same modes will be updated by FAQs in the system through their login IDs. For the time bound disposal of grievances (within 30 days from the date of receipt at CPAO), monitoring is required. Therefore, facility of monitoring of disposal of grievances marked to PAOs has been provided in the CPAO website under the existing CCAs logins along with Dashboards and meaningful MIS reports.

3. It is further pertinent to mention that large numbers of grievances pertain to delay in start of pension for which late submission of pension papers from HOO to PAD is mainly responsible. For monitoring the timely submission of pension papers, facility to upload quarterly lists of the employees retiring in next 12/15 months has been provided to FAQ in CPAO website to facilitate the implementation of Rule 56 of CCS (Pension) Rules which provides ”that every Head of Department shall have a list prepared every three months each year, of all Government servant who are due to retire within the next twelve/ fifteen months and a copy of each such list shall be supplied to the Accounts Ofiicer concerned” . Under this facility, Pay and Accounts Officers will upload such quarterly lists on CPAO website by using their existing logins after collecting the same from concerned HOOs/DDOs. Facility to monitor timely uploading of quarterly lists and submission of pension papers thereof by the HOOs/DDOs is also provided in the logins of CCA along with Dashboard and required MIS reports.

4. In view of above, all the Pr. CCAs/CCAs/CAs/ AGs/Administrators of UTs/Delhi Admin are requested to use this online monitoring facility on regular basis and keep track of the disposal of grievances to ensure that all grievances received from CPAO are settled on priority and maximum within 30 days and status is updated on CPAO website by their FAQs. The period wise pendency information is available on their dashboards. It is also requested to ensure timely uploading of lists of retiring employees and submission of pension papers arising out of such lists. You are also requested to instruct your PAOs to use these online CPAO facilities as they are the nodal points for CPAO in respect of disposal of grievances and uploading of quarterly lists.

5. For familiarization with this facility, step by step user guidance along with relevant screenshots (for CCAs and FAQs) is attached.

Here, it is not out of the context to mention that most of the pensioners' grievances arise out of the wrong fixation and late finalization of pension by HOO/DDO and delay in start of pension for which late submission of pension papers from Ho0 to PAD is mainly responsible. Such grievances need to be resolved by concerned HOO/DDO; therefore, PAO has been given facility to mark these grievances to the concerned DDDOs for their response.

3. For the time bound disposal of grievances (all grievances need to be disposed of within 30 days from the date of receipt in CPAO), marked to DDOs and strengthen monitoring, login IDs Passwords have been created for 15 (Admin) in the CPAO website along with Dashboards and meaningful MIS reports. For monitoring the timely submission of pension papers, Rule 56 of CCS (Pension) Rules provides that "every Head of Department shall have a list prepared every three months each year, of all Government servant who are due to retire within the next twelve/ fifteen months and a copy of every such list shall be supplied to the Accounts Officer concerned”. In this regard, facility to upload quarterly lists of retiring employees has also been provided in CPAO website. Under this facility, HOOs/DDOs are required to prepare quarterly lists of retiring government employees and furnish the same to concerned Pay and Accounts Officers who in turn will upload it on CPAO website. Facility to monitor timely preparation/uploading of quarterly lists and submission of pension papers thereof by the HOOs/DDOs is also provided in the logins of JS (Admin) along with required MIS reports.

4. In view of above, Joint Secretaries (Admin)/Admin in charge of respective ministries/departments are requested to use this online monitoring facility for timely disposal of pensioners' grievances and timely preparation/uploading of quarterly lists of retiring officials submission of pension papers.For familiarization with this facility, step by step user guidance with relevant screenshots are attached along with login id & password.

Ex-servicemen to get pension information on SMS, says official

All ex-servicemen will get to know about their pensionary benefits through SMS soon. Controller general of defence accounts (CGDA), New Delhi, SK Kohli, said this on Saturday during a pension camp here. The system is being launched in order to prevent inconveniences the pensioners. The beneficiaries will have to submit Aadhaar Card and mobile phone numbers.

On ‘one rank, one pension’ (OROP) issue, he said arrears will be paid soon. He said the department was merging entire pension record lying in banks with its own record so that the benefits could be provided to the pensioners directly. Apart from this, a website has also been created on which each of the beneficiaries will have an online account, he said.


Prominent among those present on the occasion included Kanwaldeep Singh, Rajbir Singh Rana, Major General Vijay Pingle and Amarbir Chahal.

7th Pay Commission: 3 demands which Central Govt employees want NJCA to raise at meeting with Committee of Secretaries on Sept 1

Shiv Gopal Mishra is expected to show an uncompromising stand on at least the following three demands:

1) Hike in Fixed Medical Allowance,

2) Revision in the hike of minimum salary,

3) Availability of ‘Option 1’ for pensioners


To discuss the anomalies related to the implementation of 7th Pay Commission, the high-powered Committee of Secretaries formed by Centre has invited leading employee union National Joint Council of Action (NJCA) for a meeting on September 1. NJCA would be represented at the meet by it’s current convenor Shiv Gopal Mishra. Aggrieved Central Government employees pin their final hope in the outcome of the Sept 1 meeting. If the Government constituted body fails to incorporate their demand, a large section of the organized workforce would call a strike. Although, it has not been revealed whether the Committee of Secretaries would attempt to negotiate the demands at the upcoming meet, it has been assured that grievances of the employees, as raised by the Unions, would be noted down in a detailed manner by the Secretaries. Representing NJCA, Shiv Gopal Mishra is expected to show an uncompromising stand on at least the following three demands: 1) Hike in Fixed Medical Allowance (FMA), 2) Revision in the hike of minimum salary, 3) Availability of ‘Option 1′ for pensioners.

Hike in Fixed Medical Allowance (FMA): Central Government employees had demanded the 7th Pay panel led by Justice (retd) AK Mathur to raise FMA from current Rs 500 per month to Rs 2,000 per month. The demand appears legit to the employee unions as even many of the private sector companies are paying Rs 1200 to Rs 1800 per month as medical allowance to lower-middle level employees.

Revision of hike in minimum salary:  NJCA, along with other employee unions have raised the demand to restructure the hike in minimum salary using 3.68 fitment factor. The entry-level pay as per 6th Pay Commission was Rs 7,000. The AK Mathur-led panel increased the minimum salary by multiplying with 2.57 fitment factor. This increased the salary to Rs 18,000. If the 3.68 fitment factor would be used, the minimum salary would be restructured to Rs 26,000.

Availability of ‘Option 1′: The All India Postal & RMS Pensioners Association (AIPRPA) has demanded the Government to enable Option 1 for hiking their pensions. According to Option 1, the hiked pensions would be fixed in the pay matrix on basis of the grade and and pay band in which they were enrolled at the time of retirement. According to the second option, the pay panel has recommended the pension hike by using 2.57 fitment factor. The second option would multiply their existing pensions by 2.57.

Despite Shiv Gopal Mishra appearing as the leading voice among those who are articulating the cause of aggrieved employees, a number of central government employees have raised doubts against him. His decision to roll back the July 11 mass strike, which was expected to evoke the participation of 33 lakh central government employees, has not gone down well with those among the dissidents. Several employees have straightaway asserted that if the government fails to pay heed to at least the above three demands, a rejuvenated call for strike should be made.

Consequent upon issue of GOI, MOD letter No. 16(01)//2014/D(Pen/Pol) dated 18.05.2016, the Circular No. 560 dated 08.06.2016 was issued by this office for revision of Casualty Pensionary Awards in respect of Pre-2006 Armed Forced Officers and JCOs/ ORs w.e.f. 01.01.2006. As per above Govt. letter, ‘the minimum guaranteed rates of Disability Element/ Liberalised Disability Element/ War Injury Elem ent which were already revised w.e.f. 24.09.2012 vide GOI, MOD letter No 16(01)/ 2014-D(Pen/Pol) dated 10.04.2015 circulated vide this office Circular No. 542 dated 27.05.2015 has now been made applicable w.e.f. 01.01.2006 instead of 24.09.2012.

2. As per Para-5 of ibid Govt. letter, the aggregate of Service Element (revised in terms of Para 2.1 of GoI, MoD letter No 16(6)2008(1)/D(Pension/Policy) dated 04.05.2009 circulated vide Circular No. 410 dated 13.05.2009 and War Injur y Element as amended from time to time, shall n ot exceed the minimum of the fitment table for the rank in the revised pay structure issued for implementation of recommendations of 6th CPC introduced from 01.01.2 006 corresponding to the pre-revised Pay Scale held by the Armed Forces Personnel at the time of retirement/ discharge/ Invalidment. This ceiling of aggregate of War Injury Pension (Service Element plus War Injury Element) with reference to minimum of fitment table in the revised pay structure applicable from 01.01.2006 as mentioned above shall stand removed with effect from 01.07.2009 vide GoI, MoD letter No 10(01)/D(Pen/Pol)2009/Vol.II dated 19.01.2010.

3. Therefore, the arrears in respect of War Injury Pension shall be calculated in two phase viz. w.e.f 01.01.2006 to 30.06.2009 with ceiling/ cap as mentioned in Para-2 above and w.e.f. 01.07.2009 to 23.09.2012 without cap. It is also mentioned that the Service Element has also been revised vide GoI, MoD letter No.1(04)/2015(II)-D(Pen/Pol) and 1(04)/2015(I)-D(Pen/Pol) dated 03.09.2015 circulated vide this office Circular No. 547 and 548 dated 11.09.2015 respectively to ascertain current entitlement of the service element.

4. Accordingly, to facilitate the PDA’s for the revision of War Injury Pension, corrigendum PPO was considered to be necessary. Annexure attached with Circular No. 560 dated 08.06.2016 in all such affected cases was called for with certain information. Now, considering the hardship to the Ex- Servicemen located in remote areas, it has been decided that the requirement of Annexure to the Circular No. 560 for revision of War Injury Pension will be dispensed with and revision will be done by the PDAs on the basis of minimum of fitment table attached herewith. No corrigendum PPO will be issued by this office in this regard. 

5. For revision of War injury Pension, minimum fitment table has been enclosed as annexure ‘A’ to ‘F’ and PDAs are authorized for revision of pension within the cap (i.e. aggregate of Service Element and War Injury Element to revised amount till 30.06.2009. Thereafter, the revision shall be done as per table annexed to GoI, MoD letter No. 16(01)/2014/D(Pen/ Pol) dated 18.05.2016, circulated vide Circular No. 560 dated 08.06.2016 for calculating the arrears up to 23.09.2012 i.e. without cap.

6. It is also mentioned that vide this office circular No. 560 dated 08.06.2016 cited under reference, rates/ tables for modified parity of Special/ Liberalized Family Pension and Disability/ War Injury Element for various ranks was already prepared and circulated. In the said circular, there is no table for Hony. Naik, Hony. Havildar and Havildar granted Hony. rank of Nb Subedar. In view of above, it is hereby clarified that since Hony. Rank of Naik, Havildar and Havildar holding Hony rank of Nb Sub are drawing pay in the pay scale of Sepoy, Naik and Havildar respectively, therefore, they are entitled for modified parity with reference to substantive rank held at the time of retirement/ discharge/ invalidment except Naik (TS) who draws the pay of Naik. Therefore, Naik (TS) should be entitled for modified parity with respect to Naik rank.

7. All the Public Sector Banks disbursing defence pension would render a monthly progress report to the office of the PCDA(P) Allahabad as per the Proforma attached as APPENDIX- ‘Y’ (both for ICOs and JCOs/ ORs). All PDAs are therefore, requested to ensure rendition of the said monthly report both in hard and soft copy (Excel Format) by name to Shri S. Basumatary, Sr. Accounts Offcer (P) (Audit Co-ordination) on e-mail ID: cda-albd@nic.in by 15th of the following month. It is also enjoined upon that all the columns of APPENDIX- ‘Y’ must be filled in complete and correct manner. It is also requested that one more copy of the requisite APPENDIX- ‘Y’ may invariably be sent along with the pension payment scrolls in which arrears of pension will be shown.

8. The DPDOs will render the said monthly progress report in APPENDIX- ‘Y’ to the office of the PCDA (P) Allahabad as well as respective CDAs i.e. CDA (PD) Meerut and CDA Chennai as the case may be.

9. A copy of arrear sheet shall invariably be provided to the concerned pensioner by the PDAs for information.

10. All other terms and conditions shall remain unchanged.

11. The provisions of this circular shall take effect from 01.01.2006 and arrears, if any, shall be allowed from 01.01.2006 up to 23.09.2012.

12. This circular has been uploaded on this office website www.pcdapension.nic.in for dissemination of Defence pensioners and Pension Disbursing Agencies.

Subject: Grant of Productivity Linked Bonus (PLB) and non-Productivity Linked Bonus (Ad-hoc bonus) in case of Central Government employees for the accounting year 2014-15- enhancement of the calculation ceiling- Regarding.
The undersigned is directed to invite attention to this Ministry’s OM No. 7/24/2007/E-III.A dated 16.10.2015 regarding grant of non-Productivity Linked Bonus (Ad-hoc Bonus) to the Central Government employees for the accounting year 2014-2015, whereby the calculation ceiling for the purpose of payment of ad-hoc bonus was monthly emoluments of Rs. 3500. The Productivity Linked Bonus (PLB) in case of Central Government employees working under certain Ministries/Departments, where such PLB was in operation in 2014-15, was also paid by the respective Ministries/Departments for the accounting year 2014-15 based on the concurrence of this Ministry with the calculation ceiling at monthly emoluments of Rs. 3500.

2. The question of enhancement of the calculation ceiling for the purpose of payment of PLB and non-PLB (ad-hoc bonus), as the case may be, to the Central Government employees has been considered and the President is pleased to decide that the calculation ceiling of monthly emoluments for the purpose of payment of PLB and ad-hoc bonus, as the case may be, shall be revised to Rs. 7000 w.e.f. 01.04.2014, i.e., for the accounting year 2014-15.

3. Accordingly, the PLB or ad-hoc bonus, as the case may be, as already paid to the eligible Central Government employees for the accounting year 2014-15 in terms of the above OM dated 16.10.2015 pertaining to ad-hoc bonus and the respective sanctions issued by the concerned Ministries/Departments in respect of PLB under the respective schemes in operation during 2014-15 based on the specific concurrence of this Ministry, shall be re-worked out based on the calculation ceiling of monthly emoluments of Rs. 7000 instead of Rs. 3500.. While re-working out payment of PLB or ad-hoc orders, as the case may be, under these orders for the accounting year 2014-15, all the other terms and conditions under which the payment was made shall remain unchanged.

5. In respect of their application to the employees working in the Indian Audit and Accounts Departments, these orders are issued in consultation with the office of the Comptroller and Auditor General of India.

Subject:- Seventh Central Pay Commission’s recommendations - revision of pay scales- amendment of Service Rules/Recruitment Rules


The undersigned is directed to refer to the Office Memorandum of even number dated 9.8.2015 on the above mentioned subject wherein it was requested that as per the CCS (Revised Pay) Rules 2016 issued by Department of Expenditure vide Notification dated 25th July, 2016, consequential amendment in the existing Service Rules/Recruitment Rules shall be made by the Ministries/Departments by substituting the existing Pay Band and Grade Pay by the new pay structure i.e. “LEVEL in the PAY MATRIX” straightaway without making a reference to the Department of Personnel and Training (DOP&T)/Union Public Service Commission (UPSC).

2. In this regard, a confirmation meeting is scheduled to be taken by Joint Secretary (Establishment) to take stock of the latest position of amendment in Service Rules/Recruitment Rules. Joint Secretary (Administration/Establishment) of all Ministries/Departments along with the cadre controlling officers is requested to attend the meeting as per the schedule Annexed or depute a senior officer conversant with the matter to brief the progress:

Shri Arun Jaitely, the Union Finance Minister, the Union Minister of State(IC) for Labour and Employment Shri Bandaru Dattatreya and Shri Piyush Goyal, Union Minister of State (IC) for Power, Coal and New & Renewable Energy & Mines had a joint Press conference here today on charter of demands of the Central Trade Unions. 

The Minister of State for Labour and Employment (I/C) has held meetings with Central Trade Union leaders wherein detailed discussions were held in regard to their charter of demands. Thereafter, the issues were discussed by the Inter- Ministerial Committee headed by the Finance Minister. The following decisions have been taken by the Government: 

1.The Bonus Amendment Act will be implemented strictly. The Central Government will pay Bonus for the years 2014-15 and 2015-16 based on revised norms. A government notification in this regard is being issued immediately. 

2.The Central Government will take necessary steps to resolve the cases pending in High Courts/Supreme Court with regard to payment of Bonus. 

3.It has been decided that, based on the deliberations in the meeting of the Minimum Wage Advisory Board under the Chairmanship of Minister for State for Labour and Employment (I/C) for revising the basic minimum wages for central sphere, the Government has decided to fix the minimum wages at Rs.350/- per day for unskilled non-agricultural workers for ‘C’ category areas keeping in view the modalities of fixing minimum wages. 

4.The registration of the contract workers and their staffing agencies is mandatory as per law and states will be advised to strictly implement the same. Erring contractors will face appropriate action for any violation in this regard. 

5.The issue of giving social security benefit to the unorganised sector (eg., Anganwadi, Mid-day meal, Asha volunteers etc.) will be examined by a committee which will give its report at the earliest. 

6.Advisories will be issued to all the States Governments to ensure that registration of Trade Unions takes place within 45 days. 

7.The Central government has reiterated its commitment towards tripartite consultation process. 

8.Sector specific meetings will be held to resolve issues relating to respective industries. 

Later interacting with media Shri Bandaru Dattatreya appealed to Trade Unions to reconsider their call for strike, in national interest.

वित्त मंत्री श्री अरुण जेटली, श्रम एवं रोजगार राज्‍यमंत्री (स्‍वतंत्र प्रभार) श्री बंडारू दत्तात्रेय और बिजली, कोयला तथा नई एवं नवीकरणी ऊर्जा तथा खान राज्‍यमंत्री (स्‍वतंत्र प्रभार) श्री पीयूष गोयल ने ट्रेड यूनियनों के मांग पत्र पर आज यहां एक संयुक्‍त प्रेसवार्ता की। 

श्रम एवं रोजगार राज्‍यमंत्री (स्‍वतंत्र प्रभार) ने आज ट्रेड यूनियनों के नेताओं के साथ बैठक की और उनके मांग पत्र पर विस्‍तार से चर्चा की। उसके बाद मुद्दों पर अंतर-मंत्रालयी समिति में चर्चा की गई, जिसकी अध्‍यक्षता वित्त मंत्री ने की। उक्‍त बैठक में जो निर्णय लिये गये वे इस प्रकार हैं-

1.बोनस संशोधन अधिनियम को सख्‍ती से लागू किया जायेगा। केन्‍द्र सरकार वर्ष 2014-15 और 2015-16 के लिए संशोधित नियमों के आधार पर बोनस का भुगतान करेगी। इस संबंध में सरकारी अधिसूचना फौरन जारी की जायेगी। 

2.बोनस के भुगतान के संबंध में उच्‍च न्‍यायालयों/ सर्वोच्‍च न्‍यायालय में लम्बित मामलों को हल करने के लिए केन्‍द्र सरकार आवश्‍यक कदम उठायेगी। 

3.केन्‍द्रीय क्षेत्र के कामगारों की बुनियादी न्‍यूनतम मजूदरी में संशोधन के लिए श्रम एवं रोजगार राज्‍य मंत्री (स्‍वतंत्र प्रभार) की अध्‍यक्षता में न्‍यूनतम मजदूरी सलाहकार बोर्ड की बैठक में जो चर्चा हुई थी, उसके आधार पर ‘सी’ वर्ग क्षेत्रों के अकुशल गैर-कृषि कामगारों के लिए न्‍यूनतम मजदूरी 350 रुपये प्रतिदिन तय की गई। इस संबंध में न्‍यूनतम मजदूरी तय करने के मानदंड को ध्‍यान में रखा गया। 

4.ठेके पर काम करने वाले कामगारों और ठेकेदार ऐजेंसियों का पंजीकरण कानूनी तौर पर अनिवार्य कर दिया गया है। राज्‍यों को सलाह दी गई है कि वे इसका कड़ाई से पालन करें। गलती करने वाले ठेकेदारों के खिलाफ उचित कार्रवाई की जायेगी। 

5.आंगनवाड़ी, मध्‍याह्न भोजन, आशा स्‍वयंसेवक आदि जैसे असंगठित क्षेत्रों को सामाजिक सुरक्षा लाभ देने के मुद्दे पर एक समिति विचार करेगी और जल्‍द से जल्‍द अपनी रिपोर्ट पेश करेगी। 

6.राज्‍य सरकारों को सलाह जारी की जायेगी कि वे ट्रेड यूनियनों का पंजीकरण सुनिश्चित करें। 

7.केन्‍द्र सरकार ने त्रिपक्षीय परामर्श प्रक्रिया के संबंध में अपनी प्रतिबद्धता दोहराई है।

8.संबंधित उद्योगों के संदर्भ में मुद्दों को हल करने के लिए क्षेत्रवार बैठकों का आयोजन किया जायेगा।

बाद मे श्री बंडारू दत्तात्रेय ने मीडिया से बात करते हुए ट्रेड यूनियनों से अपील की कि वे राष्‍ट्रहित में अपनी प्रस्‍तावित हड़ताल पर दोबारा विचार करें।

सांसदों के अच्छे दिन जल्द, दोगुनी होगी सैलरी: सासदों की दलील सातवें वेतन आयोग की सिफ़ारिशें माने जाने के बाद देरी क्यों 

नई दिल्ली: सांसदों के अच्छे दिन जल्द ही आने वाले हैं. सांसदों के के वेतन और भत्ते बढ़ाने के मामले पर गेंद अब पीएमओ के पाले में है. इस पर जल्द फ़ैसला हो सकता है. इस मुद्दे पर संसद की संयुक्त समिति को दिए जवाब में सरकार ने कहा है कि सासदों के वेतन बढ़ाने को लेकर समिति की सिफ़ारिश पर पीएमओ फिलहाल विचार कर रहा है. सरकार ने ये उम्मीद भी जताई कि नवंबर में शुरू होने वाले शीतकालीन सत्र में इससे जुड़ा विधेयक लाया जाएगा.

बीजेपी सांसद योगी आदित्यनाथ की अध्यक्षता में बनी संसद की स्थायी समिति ने पिछले साल सांसदों के वेतन – भत्ते और पूर्व सांसदों के पेंशन में दोगुनी बढ़ोत्तरी करने का प्रस्ताव दिया था. समिति की सिफ़ारिश के मुताबिक़ एक सांसद का वेतन 50,000 रूपये प्रति माह से बढ़ाकर 1,00,000 रूपये करने का प्रस्ताव था. इसके अलावा सांसद के संसद क्षेत्र और निजी स्टॉफ भत्ते में भी इज़ाफ़ा करने की सिफ़ारिश की गई थी.

समिति की सिफ़ारिश के बाद वित्त मंत्रालय ने इसपर काम भी करना शुरू कर दिया था लेकिन कुछ आलोचनाओं के बाद प्रधानमंत्री नरेंद्र मोदी ने भी इसपर अपनी असहमति जतायी…. जिसके बाद सरकार ने इस पर अपने पैर खींच लिए थे. मामला तबसे लंबित पड़ा है लेकिन अब सरकार के रूख़ से सांसदों के लिए जल्द अच्छी ख़बर आने की संभावना बढ़ गई है.

संयुक्त संसदीय समिति की मंगलवार को हुई बैठक में सासदों की दलील थी कि सातवें वेतन आयोग की सिफ़ारिशें माने जाने के बाद अब उनके वेतन बढ़ाने में सरकार की ओर से देरी क्यों की जा रही है. इसपर सरकार का पक्ष रख रहे संसदीय कार्य मंत्रालय के अधिकारियों ने कहा कि मामले पर पीएमओ विचार कर रहा है. पीएमओ से हरी झंडी मिलने के बाद इसपर कैबिनेट की मुहर लगेगी जिसके बाद इस मसले से जुड़े बिल को शीतकालीन सत्र में पेश किया जाएगा.

बैठक में सांसद स्थानीय विकास निधि यानि MPLAD को भी 5 करोड़ से 25 करोड़ प्रति वर्ष यानि पांच गुना बढ़ाने का मामला भी उठाया गया. इसी महीने की 10 तारीख को भाजपा के ही लगभग 250 सांसदों ने प्रधानमंत्री नरेंद्र मोदी को एक ज्ञापन देकर मांग की थी कि सांसद निधि को पांच गुना बढ़ाया जाए. सूत्रों के मुताबिक़ उस वक्त भी प्रधानमंत्री ने सांसदों के वेतन और सांसद निधि में बड़े पैमाने पर बढ़ोत्तरी का समर्थन नहीं किया था.

350 रुपये प्रतिदिन न्यूनतम मजदूरी, संशोधित दर से साल 2014-15 और 2015-16 के लिए बोनस, आगे का बोनस का निर्धारण सातवें वेतन आयोग पर गठित समिति करेगी

सरकार ने 350 रुपये प्रतिदिन तय की न्यूनतम मजदूरी

केंद्र सरकार ने अकुशल क्षेत्र के कामगारों के लिए न्यूनतम मजदूरी को 246 रूपये से बढ़ाकर 350 रूपए तय कर दिया है। साथ ही केंद्रीय कर्मचारियों को पिछले दो वित्तीय वर्षों का संशोधित बोनस देने का ऐलान भी किया है।


बोनस अधिनियम का सख्ती से पालन
अंतर-मंत्रीय समिति की सिफारिशों के आधार पर लिए गए निर्णय पर वित्त मंत्री अरूण जेटली ने कहा कि सरकार संशोधित दर से साल 2014-15 और 2015-16 के लिए बोनस देगी। इस निर्णय के संबंध में जल्द अधिसूचना जारी की जाएगी। बोनस के भुगतान में 1920 करोड़ रूपये का भार प्रतिवर्ष के हिसाब से सरकारी खजाने पर पड़ेगा। इसके आगे का बोनस का निर्धारण सातवें वेतन आयोग पर गठित समिति करेगी। उन्होंने कहा कि संशोधित बोनस अधिनियम का सख्ती से पालन किया जाएगा। साथ ही बोनस भुगतान के मुद्दे पर सुप्रीम कोर्ट और हाईकोर्ट में लंबित मामलों के निपटारे के लिए सरकार कदम उठाएगी।

न्यूनतम मजदूरी में करीब 43% बढ़ोत्तरी
वित्त मंत्री जेटली ने कहा कि अकुशल गैर कृषि कामगारों के लिए सरकार ने न्यूनतम मजूदरी को बढ़ाकर 350 रूपया प्रतिदिन तय किया है। इससे पहले 2008 में न्यूनतम मजदूरी के साथ भत्ता जोड़ा गया था जो अब तक 246 रूपये था। उन्होंने बताया कि यह निर्णय श्रम व रोजगार मंत्री बंदारू दत्तात्रेय के नेतृत्व में न्यूनतम मजदूरी सलाहकार बोर्ड के साथ हुई बैठक में लिया गया है। यह बढ़ोत्तरी करीब 43 प्रतिशत की है। वित्त मंत्री ने कहा कि कॉन्ट्रैक्ट कर्मचारियों के लिए केंद्र ने राज्य सरकारों को लिखा है। इसके अलावा आंगनवाड़ी, मिड डे मील व आशा जैसे असंगठित क्षेत्र के स्वयंसेवकों को सामाजिक सुरक्षा की योजनाएं मुहैया कराने के मद्देनजर एक समिति का गठन किया गया है। यह समिति जल्द रिपोर्ट देगी।

श्रमिक संगठनों से हड़ताल टालने की अपील
जेटली ने कहा कि कॉन्ट्रैक्ट कर्मचारियों और उनके संस्थानों के लिए पंजीकरण कराना अनिवार्य किया जाएगा। इस मुद्दे पर राज्यों को परामर्श जारी किया जाएगा। अगर कोई कानून का उल्लंघन करेगा, तब उसे निर्धारित कानून के तहत कार्रवाई का सामना करना होगा। उन्होंने कहा कि सभी राज्य सरकारों को यह परामर्श भी जारी किया जाएगा कि वह 45 दिन के अंदर श्रमिक संगठनों का पंजीकरण किए जाने के संबंध में निर्देश जारी करें। जेटली के साथ वित्त मंत्रालय में मौजूद श्रम दत्तात्रेय ने श्रमिक संगठनों से देशहित में 2 सितंबर को देशव्यापी हड़ताल में नही जाने की अपील की है। उन्होंने कहा कि सरकार ने आठ में से सात मांगों को मान लिया है। ऐसी स्थिति में संगठनों को हड़ताल पर नहीं जाना चाहिए। इस दौरान उर्जा मंत्री पीयूष गोयल भी मौजूद थे।

नई दिल्ली. केंद्र सरकार के करीब 48 लाख एम्पलॉइज के खातों में बुधवार को बढ़ी हुई सैलरी आएगी। 7 पे कमिशन में मिले इन्क्रिमेंट का सात महीने का एरियर भी जुड़कर आएगा। एरियर से जीपीएफ, नेशनल पेंशन स्कीम (एनपीएस) और इनकम टैक्स (टीडीएस) कटेंगे। इससे सरकार करीब 30 हजार करोड़ कमाएगी। 52 लाख पेंशनर्स को भी मिलेगी बढ़ी पेंशन...

- 7 पे कमिशन 1 जनवरी से लागू है। इसके तहत बेसिक सैलरी 14.2 से 23.4 फीसदी तक बढ़ा है। अभी तमाम भत्ते पुरानी रेट पर मिलेंगे। 


- इनमें बढ़ोत्तरी पर कमेटी चर्चा कर रही है। सिफारिश आने में कम से कम तीन महीने लग सकते हैं।


33 लाख कर्मचारियों को दो साल का बोनस भी, मिलेंगे 3,840 करोड़ रुपए
- केंद्र करीब 33 लाख एम्पलॉइज को दो साल का बकाया बोनस भी देगा। इस पर कुल 3,840 करोड़ रुपए खर्च होंगे।

- वित्त मंत्री अरुण जेटली ने बताया कि 2014-15 और 2015-16 का बोनस बदले हुए क्राइटेरिया पर देंगे। 
- आगे से सातवें आयोग के तहत बोनस मिलेगा। अनस्किलड लेबर्स की न्यूनतम मजदूरी भी 42 फीसदी बढ़ाकर 246 की जगह 350 रुपए कर दी गई। 

- हालांकि, इस पर भी लेबर यूनियन शुक्रवार की हड़ताल पर अड़ी हैं। यूनियन न्यूनतम सैलरी 18 हजार रुपए करने की मांग कर रही हैं।

पैसे पर बाजार की टिकी नजर
- एम्पलॉइज से पैसा कैसे खर्च करवाना है। बाजार यह रणनीति बना चुका है। आगे त्योहार आने हैं। ऐसे में कंज्यूमर ड्यूरेबल्स की बिक्री बढ़ाने की रणनीति बन रही है। 

- कुछ राज्यों में भी इन्क्रिमेंट्स के चलते बाजार को चार लाख करोड़ तक के कारोबार की आस है। 

- एसोचैम जेनरल सेक्रेटरी डीएस रावत ने बताया कि कंपनियों ने वेतन बढ़ोत्तरी से दिवाली तक के लिए खास नीतियां बनाई हैं।

कहीं महंगाई तो नहीं बढ़ेगी
- बाजार में एकदम से पैसे बढ़ने से कहीं आर्टिफिशियल महंगाई तो नहीं बढ़ेगी। सरकार इस पर नजर रखे हुए है। वित्त मंत्रालय के अधिकारियों को उम्मीद है कि ऐसे हालात नहीं बनेंगे।

- छठे आयोग की तुलना में यह एरियर काफी कम हैं। अलग-अलग केटेगरी में सैलरी और एरियर अलग-अलग हैं।

- कर्मचारियों को औसतन 15 हजार से तीन लाख रुपए तक एरियर मिलेगा।

21 हजार तक की सैलरी पर मिलेगा बोनस
- बदले हुए नियमों में 21 हजार रुपए तक सैलरीपाने वाले कर्मचारी बोनस के हकदार हैं। 
- इस क्राइटेरिया में करीब 33 लाख कर्मचारी आते हैं। इन्हें वेतन का 8.33 फीसदी तक बोनस मिलेगा।

The National Anomaly Committee will meet leaders of central government employees unions including National Joint Council of Action (NJCA), who have demanded hiking minimum pay Rs 18,000 to Rs 26,000 against the recommendations of the 7th Pay Commission.

New Delhi, Aug 30: The National Anomaly Committee will meet leaders of central government employees unions including National Joint Council of Action (NJCA), who have demanded hiking minimum pay Rs 18,000 to Rs 26,000 against the recommendations of the 7th Pay Commission. The National Anomaly Committee was formed to settle issues arising out of the implementation of the 7th Pay Commission recommendations. After reports that government would not be increasing the minimum salary which has been fixed as Rs 18,000, aggrieved central government employees pin their hope in the outcome of the meeting.


“The National Anomaly Committee has invited us for talks on September 1 in Delhi ahead of proposed nationwide general strike on 2 September and we have agreed to participate in the talks,” NJCA convener Shiv Gopal Mishra was quoted as saying by the Sen Times. The NJAC has demanded for hiking minimum pay Rs 18,000 to Rs 26,000. Along with increase in minimum pay, the NJAC also wants government use 3.68 fitment factor, instead of 2.57 in calculating the minimum salary. If the National Anomaly Committee accepts demands of NJAC, the salary and pension of central government employees will go up.

Though Union Finance Minister Arun Jaitley promised to consider to hike the minimum pay, a day after the cabinet cleared 7th Pay Commission recommendations, central government employees were unhappy after reports surfaced claiming that they are not going to get more than minimum pay of Rs 18,000 as the public sector workers have also demanded minimum pay of Rs 18,000 which will bring extra burden on government. Sources in Finance Ministry also said that there is no scope to change in minimum pay Rs 18,000.

7th Pay Commission: No revised pay yet for military personnel - The Hindu

The seventh Pay Commission recommendations will be reflected in this month’s salary for central government employees that would be remitted on Wednesday, but not for the military personnel.

According to military sources, their new salaries are yet to be notified as the notification implementing the Seventh Pay Commission has not yet been issued by the Defence Ministry.

This is because the three service chiefs have written to Prime Minister Narendra Modi and Defence Minister Manohar Parrikar seeking their intervention to fix the anomalies expressed by the military which remain unaddressed despite several representations to the empowered committee and assurances from Mr. Parrikar.


The key demands of the services include Non Functional Upgrade, NFU pay fixation, Military Service Pay (MSP) and common pay matrix for civil and military.
