Supreme Court asks Centre to apprise about batch parity in Army promotion

NEW DELHI: The Supreme Court today asked the government to apprise it about the factual position on the issue of "batch parity" in promotion of army officers of the rank of Colonel and above belonging to various branches like the Armoured Corps, Engineering, Infantry and Artillery.

A bench comprising Justices T S Thakur and Kurian Joseph asked Additional Solicitor General Maninder Singh, appearing for the Ministry of Defence, to state the factual and legal positions on the issue concerning army promotions.

The issue was raised when Meenakshi Lekhi, appearing for some Army officers, alleged that the 2009 promotion policy was aimed at providing an edge to officers of the Infantry and discriminated against officers belonging to other divisions.

अब जबकि मोदी सरकार ने एक रैंक एक पेंशन (ओआरओपी) को लागू करने का फैसला कर लिया है तो यह आवश्यक हो चला है कि हम रक्षा नीति और तैयारी के लिहाज से इसके निहितार्थ का आकलन करते चलें। इसकी वजह से न केवल केंद्र सरकार के व्यय में दो फीसदी की अनुमानित बढ़ोतरी होगी बल्कि यह सर्वोच्च रक्षा नेतृत्व से लेकर संभावित सैनिक, और विदेशी हथियार आपूर्तिकर्ता से लेकर घरेलू रक्षा नवाचार करने वाले तक सबके लिए प्रोत्साहन में तब्दीली आ जाएगी। हम इस स्तंभ में आने वाले काफी समय तक इन विषयों का विश्लेषण करते रहेंगे।

In view of the fact that review Petition filed by UOI RP (C) NO. 2565/2015 in SLP (C) No. 6567/2015 UOI Vs M.O. Inasu dismissed by HSC on 28.8.2015, and Following file notings of DOPW (obtained under RTI) let us hope DOP&PW will now issue necessary instructions extending benefit of full min. pension to all pre 2006 pensioners irrespective of Q.S. rendered.

The National Pension System (NPS) has been advertising a lot about the new tax deduction of Rs.50,000 for tax payers. I wanted to know more about the new deduction under section 80CCD(1)(b). Is this available only for people whose employers are investing in NPS on their behalf, or is this available for general public as well? How does the deduction work with respect to other tax benefits?

पेंशन में देरी से नाराज सरकार, सभी मंत्रालयों को लिखा खत 

केंद्र सरकार ने सरकारी अधिकारियों-कर्मचारियों के रिटायर होने के बाद देर से पेंशन शुरू होने पर सवाल उठाए हैं। ऐसा विभिन्न विभागों की ओर से रिटायर होने से पांच साल पहले कर्मचारियों की सर्विस को मंजूरी देने का सर्टिफिकेट जारी न करने की वजह से होता है। सभी मंत्रालयों से जल्द रिटायर होने वाले अधिकारियों के केसों का अध्ययन करने को कहा गया है, ताकि किसी अधिकारी को असुविधा न हो।

प्रधानमंत्री के अधीन कार्मिक मंत्रालय ने सभी मंत्रालयों को 16 सितंबर को चिट्ठी लिखकर 15 अक्टूबर तक इस पर रिपोर्ट देने को कहा है और कहा है कि यह सर्टिफिकेट जारी करने के आदेश को अनदेखा करना 'गंभीरता से लिया जाएगा'।

 Seventh Pay Commission: Employees’ delight, govt’s despair

New Delhi: The Seventh Pay Commission report is awaited, the new pay scales will be applicable to Central government employees with effect from January 2016.

50 lakh central government employees and 56 lakh pensioners including dependents hope to get this gift from April next year. The revised pay scales are likely to be implemented retrospectively starting 1 January 2016.

Many commentators say that the average increase in basic fair pay for all government employees will be in the region of 40-45%.

This is a very rough average because for senior level officers, like the Cabinet Secretary or officials at the secretary level, the payback could increase by more than 50%.

The Defence Minister Shri Manohar Parrikar today said MoD has started working on new policy guidelines relating to working of Cantonment Boards. Addressing the Consultative Committee attached to his Ministry in Goa, he said, the government is committed to resolving the problems faced in Cantonment areas, keeping in view security considerations and overall public interest while weeding out archaic provisions and replacing these with more realistic rules.

It has come to notice of the Authority recently that some organizations, NGOs, societies, individuals, etc. are resorting to offer employment to students/ members of general public under and/or in the name of National Pension System. It has also been reported that some of these entities are also collecting funds from the students in the name of security money for offer of jobs or using the National Emblem and PFRDA logo on their website and other documents. It is hereby informed that PFRDA has not authorized any entity to engage in any such activity, which is illegal and fraudulent. Any entity/ or person found to be engaged in such fraudulent activities, is liable to be prosecuted in law.

Armed forces again demand resolution of pay ‘anomalies’ with 7th Pay Commission

NEW DELHI: The armed forces want at least five "core anomalies" in their salary structures to be resolved to establish the "correct baseline" for recommendations of the 7th Central Pay Commission (CPC), whose term has now been extended till December 31 by the government. 

While the heat and dust over one rank, one pension (OROP) is yet to settle, with a section of veterans rejecting the "diluted" version announced by the government on September 5, the serving personnel have their own deep-seated grouse over their eroding "status, parity and equivalence" as compared to their civilian counterparts. 

The armed forces top brass have made several representations to the government, including the defence and finance ministries, on the core anomalies over the last one year. But have received no assurance till now. With the 7th CPC's term being extended by four months, they are now making a last-ditch attempt to get the anomalies rectified.

एक रैंक, एक पेंशन (ओआरओपी) के मसले पर हुए विरोध प्रदर्शन ने सेना और राजनेताओं तथा नौकरशाही के बीच व्याप्त आपसी विश्वास को साफतौर पर उजागर कर दिया। सरकार के लिए यह दोहरी पराजय थी। उसे समझौते की कीमत 18,000-22,000 करोड़ रुपये के रूप में चुकानी होगी जबकि पूर्व सैनिकों की मांगें खत्म नहीं होने वाली। ऐसा इसलिए हुआ क्योंकि सरकार ओआरओपी आंदोलन की मूल प्रवृत्ति को समझने में नाकाम रही। यह पैसे की मांग नहीं बल्कि भारतीय प्रशासनिक सेवा (आईएएस) के समक्ष भेदभाव को लेकर विरोध की अभिव्यक्ति अधिक है। कई वरिष्ठï सैनिकों ने मुझसे कहा है कि अगर आईएएस और विदेश सेवा अधिकारियों (आईएफएस) को दिए जाने वाले ओआरओपी लाभ समाप्त कर दिए जाएं तो वे भी यथास्थिति स्वीकार करने को तैयार हैं।
