MINUTES OF THE MEETING OF JOINT SECRETARY (IC) WITH NODAL OFFICERS HELD ON 2ND FEBRUARY, 2016



A meeting of all the Nodal Officers Of various Ministries/DepartmentS, who have been appointed to interact with the Implementation Cell in connection with the processing of the recommendations of the Central Pay Commission, was held on 02.02.2016. Joint Secretary (IC), Department of Expenditure, presided over the meeting

2. While explaining the background and the context in which the meeting of Nodal Officers was held, it was brought Out in the meeting that after the receipt of the report Of the 7th Central Pay Commission on 19.11.2015, Ministry of Finance initiated a proposal to setup an appropriate mechanism to process the recommendations Of the Commission. With the approval Of the Cabinet. an Empowered Committee Of Secretaries (E-COS) headed by the Cabinet Secretary has been set up on 27.1.2016 to screen the recommendations and to firm up the conclusions for approval Of the Cabinet. An Implementation Cell (IC), as a dedicated and focused wing in the Department Of Expenditure (DOE) has been created to work as the Secretariat for the E-CoS.

3. AS the recommendations Of the Commission relate to various Ministries/ Departments, their views/comments would be essential to process the matter for submitting the same before the E-CoS. JS(Pers), D/o Expenditure wrote a D.O. letter to the Secretaries Of various Departments on 21.11.2015, wherein all the Departments were requested to formulate their views/comments on the recommendations of the Commission pertaining to them after taking into account the representations of the Staff Associations and also to nominate a Joint Secretary level Nodal Officer for interaction with the Implementation Cell. While a number Of Ministries/Departments have sent their comments and nominated their Nodal Officers, the comments received from some Ministries are simply in the nature of forwarding the representations of the Staff Associations without their comments.

4.In the above background, JS(IC) explained that there was a need for all the Ministries/Departments to furnish their comments in a structured format so that their collation and analysis could be placed before E-COS in a systemic manner. Accordingly, JS(IC) impressed upon the following action points to be acted upon by the Nodal Officers to enable an expeditious processing of the recommendations of the 7th Central Pay Commission:

(i) Departments who have not yet nominated a Nodal Officer, should do it within the next 2 days.

(ii) To be ensured that Nodal Officers are not changed midway, unless extremely unavoidable.

(iii) Nodal Officers may get acquainted with the recommendations of the Commission as specifically applicable to their Departments. Nodal Officers to find out which Wing/Office (attached or subordinate or UT) is concerned with the recommendations of the Commission. The mechanism of Nodal Officers should also be put in place in attached/ subordinate/lJTs so that the comments of such offices could be properly coordinated at the level Of the Department concerned without any further delay.

iv) The comments Of the attached/subordinate offices/UTs should be compiled by Nodal Officers at the Department level itself.

(v) Nodal Officers to take note of any representation or demand Of the Staff Association under the administrative purview Of their Department, Nodal Officers to ascertain the views/comments of the concerned Office on the recommendation Of the Commission in the light Of the representation /demands raised by the Staff Association.

(vi) In case, there is any need for consultation with the Staff Association at the level Of the Department, the same may be done as per the assessment Of the Department.

(vii) Thereafter, the formal views/comments of the Department should be sent to the Implementation Cell (IC) on the recommendations of the and directly related to that Commission, which are specifically Department.

(viii) In case, the Department is of the view that any recommendation which are specifically related to their Department. need any modification, adequate justification in clear-cut terms should be brought out while sending the comments to the Implementation Cell (IC),

(ix) In case of any modification, the extra financial implications (per annum) over the recommendation Of the Commission should be Clearly indicated.

(x) If no modification Of the recommendations Of the Commission is suggested, approval Of the Secretary of the Department should be Obtained before sending the recommendations to the Implementation Ceil (IC). If, however, any modification is suggested, approval of the Minister should be obtained.

(xi) While the views/comments of the Departments on the recommendations Of the Commission directly and specifically applicable to that Department are mandatory. a Department is free to offer views/comments on the recommendations which are Of general nature or concerning other Departments.

(xii) Besides sending the comments/views of the Department in the running format, the same should also be sent to the Implementation Cell (IC)in the ‘prescribed proforma’ within two weeks. The soft copies of the same should also be sent through email. The email id of JS(IC) is : jsic- cpc@nic. in

(xiii) Nodal Officers shoud regularly keep a watch on the website Of the Finance Ministry at the link http://www.finmin.nic.in/the ministry/dept expenditure/notification/7cpc/index.asp. E-mails Should also be checked regularly for the purpose. The updates/further action to be taken shall be posted there to facilitate quick action.

5. Apart from the above action points, it was also felt that sub-groups may be formed after the receipt of comments from the Ministries/Departments to accord focused consideration to certain specific issues, if necessary.

6. Besides above. after detailed deliberations, the Nodal Officers also agreed to the following ‘

(i) Even if the Department has no comments, it should send a response, saying that it has ‘Nil Report’.

(ii) While certain Departments have already given their comments, these comments would be sent again in the ‘prescribed format’ and in accordance with the points brought out in para 4 above.

(iii) Nodal officers would ensure that the comments of their Departments on all the recommendations Of the Commission and also on the representations received so far from the Staff Associations are forwarded to Implementation Cell (IC) in the prescribed format in a consolidated fashion and not in piece-meal within next two weeks.

(iv) If a representation was made by a Staff Association before the 7th Central pay Commission and the Commission after due diligence has not accepted the demand made therein, the same matter should normally not be considered at this stage. However, if Departments consider that the issues are of such nature that they require consideration at this stage also, then they may give their comments with full justifications to the Implementation Cell (IC).

Subject:- Recommendations of the Third Pay Commission relating to Nursing Staff- Grant of qualification pay.

The undersigned is directed to say that the Third Pay Commission has recommended vide para 100, Chapter 36 of its Report that Nursing Staff who posses at the time of recruitment or acquire subsequently a degree in Nursing should be granted two advance increments provided they are not required to possess it as a condition of their employment.  This recommended has been accepted by Govt. The President is accordingly pleased to decide that Nursing Staff who possess the time of recruitment has been or acquire subsequently a degree in Nursing should be accepted by granted two advance increments provided they are not required to possess the above qualification as a condition of their employment.

2. The above orders would be effective from the date of issue.

(10) Grant of additional increments (qualification pay) to Nursing Staff.- The question of grant of additional increments to the Nursing Staff has been under consideration of Government. In supersession of Ministry of Finance (Department of Expenditure), O.M. No. F. 5 (11)/E. III (A)/75, dated the 8th May, 1975 (not printed), it has been decided to grant additional increment (non-absorbable) to the Nursing Staff working in the Central Government Hospitals/Institutions under the Ministry of Health and Family Welfare to the extent indicated below:

1. One increment (non-absorbable) will be granted to the nursing personnel holding the following Post Certificate Diploma of 10 months’ duration or any other 10 months’ Diploma Course designed and approved by the Indian Nursing Council from time to time:-

(i) Diploma in Nursing Education and Nursing Administration.
(ii) Diploma in Psychiatric Nursing.
(iii) Diploma in Paediatric Nursing.
(iv) Diploma in Public Health Nursing.

This will take effect from- 

(a) 1-10-1986 to those Nursing Staff in service who possess any of these Diplomas;

(b) the date of appointment to those who possess the Diploma who are recruited after 1-10-1986; and 3 (c) the date of publication‘of results of the Post Certificate Diploma in Nursing for those in service who acquire the Post Certificate Diploma qualification after 1-10-1986.

2. Two increments\(non-absorbable) will be granted to the Nursing Staff possessing the following qualifications:-

(i) B.Sc. (Hons) Nursing.
B.Sc. Nursing/Post Basic/Post Certificate.
B.Sc. Nursing.

(ii) Postgraduate Degree in Nursing, i.e., Master in Nursing (MSC Nursing).

This will take effect from

(a) 1-10-1986 to those Nursing Staff in service who possess the Degree/Postgraduate Degree in Nursing as on that date;

(b) the date (if appointment to those who possess the Degree/Post-graduate Degree in Nursing qualification, who are recruited after 1-10-1986;

(c) the date of publication of result of the Degree/Postgraduate Degree in Nursing for those in service who acquire the Degree/Postgraduate Degree qualifications after 1-10-1986.

3. Only two additional non-absorbable increments will be admissible to a Nurse in a particular grade where possession of such qualifications are not required as per Recruitment Rules.

4. These increments will be granted, subject to the condition that the concerned Nursing Staff are not required to possess Diploma/Degree/Postgraduate Degree in Nursing indicated at Paras. 1 and 2 above, as a condition of their employment and also that they had not been allowed a higher initial pay on account of their possessing these qualifications prior to on or after 1-10-1986.

5. These orders issue with the concurrence of Department of Personnel and Training and Ministry of Finance vide their Dy. No. 617/88-Pay-I, dated 7-3-1988 and ll62/E. III/88, dated 21-3-1988, respectively.

Subject:- Discontinuation of interview for direct recruitment to various Group B & C posts in non-statutory departmental canteen located in Central Government Offices.



The undersigned is directed to refer to this Department’s DO No.39020/01/2013-Estt(B) dated 4.9.2015 (copy enclosed) drawing attention to Hon’ble Prime Minister’s address to the nation on occasion of Independence Day wherein it was announced that Government should discontinue holding interviews for recruitment of junior level post in order to improve objectivity, transparency and enable level playing Opportunity to candidates from all Sections of Society.

2. The issue relating to discontinuation of interviews for various junior level posts in the Government of India was considered by the Committee of Secretaries in its meeting held. on 14.9.2015. The recommendation of committee of Secretaries have since been accepted by the competent authority vide OM No.39020/01/2013-Estt(B) dated 12.11.2015 (copy enclosed). The clarification on issue of discontinuation of interviews have also been issued vide OM No.39020/01/2013-Es-tt(B) part dated 29.12.2015 (copy enclosed).

3. Accordingly, it has been decided that holding of interviews shall be discontinued. in all direct recruitment to non-gazetted, non-ministerial Group B & C posts in non-statutory departmental canteens located in Central Governments Offices. The recruitment to these posts shall be made purely on the basis of written test/skill test by respective Ministries taking into consideration job requirement for specific post. Duties and Responsibilities of canteen employees have been circulated vide this Department OM No.03/02/2009-Dir(C) dated 5.6.2014 (copy enclosed). 

3. All Ministries/Departments are required to follow above instructions and related Government Orders as quoted above meticulously in respect of recruitment in Departmental Canteens under their administrative control.

Government of India, Department of Ex-Servicemen Welfare have issued orders for implementation of One Rank One Pension Scheme to Defence pensioners and family pensioners vide their letter No 12(1)/ 2014/ D(Pen/Policy)-Part-II dated 3rd February, 2016. The order contains 101 pension tables and the same is available on the website of MoD, Deptt of ESW at URL <www.desw.gov.in>.
2. The above said MoD letter dated 3rd February, 2016 may please be downloaded and circulated to all concerned along with necessary implementation instructions. A copy of the same may also be forwarded to the PDAs viz. CMDs/CPPCs of Banks/Directorate of Treasuries etc. through email, where the same is available at your end. The Government orders together with its implementation instructions may also be uploaded on your website for easy accessibility of all concerned.

A copy of Government Of India, Ministry Of Defence letter NO. 12(1)/2014/D (Pen/Policy)-Part-ll dated 3ml Feb,2016 and GOI, MOD letter NO 12 (1)/2014/D(Pen/Policy)-Part- ll dated 7th Nov,2015 on the above subject is forwarded herewith for information and necessary action which is self-explanatory.


2. The above Government letter has been issued to implement ‘One Rank One Pension’ (OROP) scheme for Defence Forces Personnel. Salient features Of the scheme have been mentioned in Para 3 and 4 of GOI, MOD letter NO 12 (1)/2014/D(Pen/Policy)-Part-ll dated 7th Nov, 2015

3. The revision of pension in terms of the above Government Orders shall be effective with effect from 01.07.2014, and payment Of arrears accrued on account of revision of pension, if any, Shall be made in a time bound manner as stipulated in para 17.1 of this Circular.

4. NON-APPLICABILITY

4.1 The provisions of this circular do not apply to UK/HKSRA/KCIOs pensioners, Pakistan and Burma Army Pensioners.

4.2 These orders do not apply to Reservist Pensioners.

4.3 These orders also do not apply to Pensioners in receipt of Ex-Gratia payments.

5. APPLICABILITY

5.1 These orders apply to the all pensioners/family pensioners who had retired/discharged/invalided out from service/died in service or after retirement in the rank of Commissioned Officers, JCOs/ORs and Non-Combatants (Enrolled), Army, Navy, Air Force, Defence Security Corps, Territorial Army and who were/are in receipt of the following types of pension as on 01.07.2014.

a) Retiring Pension/ Service Pension/Service Element of Disability Pension/Service Element of War Injury Pension/Invalid Pension

b) Enhanced Rate of Ordinary Family Pension

c) Normal Rate of Ordinary Family Pension

d) Special Family Pension

e) Special Dependent Family Pension/2nd Life Award of Special Family Pension

f) Liberalized Family Pension

g) Liberalized Dependent Pension/2nd Life Award of Liberalized Family Pension

h) Disability Element of Disability Pension

i) War Injury Element of War Injury Pension (Discharge

j) War Injury Element of War Injury Pension (In lnvalided out)

k) Pre 01.06.1953 Discharged Personnel

These orders also apply to TA personnel and Non-Combatants (Enrolled) (NC’s (E)) of regular Army and Air Force drawing pension as on 1.7.2014

5.2. Invalid Pension, Service Element of Disability Pension and Service Pension of TA personnel would also need to be revised in terms of these orders by the Pension Disbursing Agencies (PDAs). Specific tables indicating revised rates of pension for the purpose have been enclosed.

5.3 Nature of award sanctioned to the pensioner may be identified by the PDAs on the basis of nomenclature of award mentioned in the PPO and PPO series. However, in case of any doubt regarding nature of award, the same may be referred to Nodal Officers (mentioned at Para 20 of this circular) for clarification.

5.4 Revision of Pension of DSC

Pension of DSC personnel who are in receipt of pension for DSC service only (i.e. those who are getting single pension for the services rendered both in the Army and the DSC by way of counting former service in the Army along with the service in the DSC) shall be revised based on the same rates as provided for regular army tables. DSC personnel on ‘clerical duty’ and ‘other duty’ are entitled for pension of regular army personnel of group ‘Y’. However, for JCOs/ORs of DSC in receipt of second pension due to their services in the DSC, separate tables have been prepared and enclosed. DSC personnel on ‘clerical duty’ and ‘other duty’ are entitled for the same rate of pension.

5.5 Revision of Pension of Territorial Army:

Pension of TA personnel who are in receipt of pension for TA service shall be revised based on Territorial Army tables for JCOs/ORs

6. Guidelines for Revision of Special Elements

The appended tables indicate revised rates of Retiring/ Service/ Special/Disability/lnvalid/Liberalized Disability / War Injury Pension including Disability/War Injury Element and Ordinary/ Special/ Liberalized Family Pension of Commissioned Officers, Honorary Commissioned Officers, JCOs/ORs and Non-Combatants (Enrolled) of Army, Navy, Air Force, Defence Security Corps & Territorial Army retired/ discharged/ invalided out from service/ died in service or after retirement. The existing pension of all pre-1.7.2014 pensionersl family pensioners shall be enhanced with reference to the applicable table for the rank (and group in case of JCO/ORs) in which pensioned with the term of engagement for each rank as applicable from time to time.

The rate of pension of pensioners/ family pensioners drawing more pension than the rate of revised Pension/ Family Pension indicated in annexed tables shall remain unchanged.

PDAs are hereby authorized to revise the pension as under:-

(i). Disability Pension/ Liberalized Disability Pension 

Both the elements of Disability Pension/ Liberalized Disability Pension, i.e. Service Element and Disability Element shall be revised by the PDAs as per pension rates provided in the specific tables. Concordance tables showing revised rates of Service Element/Service Pension for various ranks are given in Table Nos. 1 to 9.

Concordance tables showing revised rates of Disability Element (in discharge and invalided out cases) for 100% disability for various ranks are given in Table Nos. 70 to 78. For disability less than 100%, the Disability Element shall be proportionately reduced as per the period and degree of disablement already accepted.

Note-1. Disability element of Disability Pension is now linked with Service Pension/Service Element. Therefore, the Disability Element of Disability Pension is also linked with qualifying service of pensioners. Hence, PDAs may revise Service Element and Disability Element of Disability Pension on the basis of the rank/ group/category and qualifying service of the pensioners. Rank, group and qualifying service for which the individual has been pensioned have been indicated in original Pension Payments Orders (PPOs) or its Corrigendum PPOs. In case, any information regarding qualifying service, rank, group etc., is not available with PDAs, such cases may be referred to Pension Sanctioning Authorities concerned in the proforma enclosed as Annexure-‘A’(both for ICOs and JCOs/ORs) to the Govt. letter No.12 (1 )/2014/D(Pen/Policy)-Part-II dt. 3rd Feb, 2016 a copy of which is enclosed with this circular. 

(ii). War injury Pension

Similarly revision of Service Element of War Injury Pension and Service Element of Liberalized Disability Pension cases will also be carried out by the PDAs for which specific tables indicating revised rate of pension have been provided. Both the elements of War Injury Pension, i.e. Service Element and War Injury Element shall be revised by the PDAs in accordance with the specific tables.
Concordance tables showing revised rate of Service Element/Pension for various ranks are given in Table Nos. 1 to 9.

Concordance table showing revised rate of War Injury Element (in discharge case) for 100% disability for various ranks are given in Table Nos. 79 to 87. Concordance tables showing revised rate of War Injury Element (in invalided out cases) for 100% disability for various ranks are given in Table Nos. 88 to 96.

For disability less than 100%, the War Injury Element shall be reduced proportionately as per period and degree of disablement already accepted.

Note-1. War Injury Element of War Injury Pension is now linked with Service Pension/Service Element. Therefore, War Injury Element of War Injury Pension is also linked with qualifying service of pensioners. Hence, PDAs may revise Service Element and War Injury Element of War Injury Pension on the basis of the rank, group, category and qualifying service of the pensioners. Rank, group and qualifying service for which the individual has been pensioned have been indicated in original Pension Payments Orders (PPOs) or its corrigendum PPOs. This information is available with PDAs as they have revised pension of all such pensioners in recent past in terms of government orders issued for implementation of recommendations of 6th CPC, CSC-2009 & CSC-2012. In case, any information regarding qualifying service, rank, group etc., is not available with PDAS, such cases may be referred to Pension Sanctioning Authorities concerned in the proforma enclosed as Annexure-‘A’ to the Govt. Letter No(1)/2014/D(PeanoIicy)-Part-II dt. 3rd Feb, 2016, a copy of which is enclosed with this circular.

(iii). Family Pension

Similarly, revision of all types of Family Pension viz Ordinary Family Pension (enhanced rate and normal rate), Special Family Pension (SFP/Special Dependent Family Pension/2nd life award of Special Family Pension), Liberalized Family Pension (LFP/Liberalized Dependent Pension/2nd life award of Liberalized Family Pension), cases will also be required to be revised by the PDAs.

Specific tables indicating revised rate of pension for the purpose have been provided in attached GOLMoD (1)/2014/D(Pen/Policy)-Part-ll dt. 3rd Feb, 2016. PDAs are hereby authorized to revise Family Pension as follows

(a).Ordinary Family Pension

Both enhanced rate and normal rate of Ordinary Family Pension shall be revised by the PDAs in accordance with specific tables. Concordance tables showing revised rate of enhanced rate of Family Pension and normal rate of Family Pension for various ranks are given in Table Nos. 10 to 18 and 19 to 27 respectively. 

(b) Special Family Pension:

Similarly concordance tables showing revised rates of Special Family Pension and Special Dependent Family Pension/2nd life award of Special Family Pension for various ranks are given in the Tables No. 28 to 36 and 37 to 45 respectively.

(c) Liberalized Family Pension:

Similarly concordance tables showing revised rate of Liberalized Family Pension and Liberalized Dependent Family Pension/2""l life award of Liberalized Family Pension for various ranks are given in the Table Nos. 46 to 54 and 55 to 69 respectively.

Note-1. Family Pension is linked with Service Pension/Element. Therefore, Family Pension is also linked with qualifying service of pensioners. In view of above, PDAs may revise family pension on the basis of rank group/category and qualifying service of the pensioners. Rank, group and qualifying service for which the individual was pensioned have been indicated in Original Pension Payments Orders (PPOs) or its Corrigendum PPOs. In case, any information regarding qualifying service, rank, group etc., is not available with PDAs, such cases may be referred to Pension Sanctioning Authorities concerned on the proforma enclosed as Annexure-‘A’ to the Govt. Letter No. (1)/2014/D (Pen/Policy)-Part-ll dt. 3rd Feb, 2016, a copy of which is enclosed with this circular.

7. Term of Engagement

PDAs are requested to revise the pension as per the tables appended to the enclosed MOD letter (1)/2014/D(Pen/Policy)-Part-ll dt. 3rd Feb, 2016 after ascertaining the actual qualifying service subject to the maximum term of engagement for each rank as applicable from time to time. A comprehensive list of maximum term of engagement for JCOs/ORs of Armed Forces applicable from time to time including emergency period is enclosed as Appendix-X to enable all PDAs to revise the pension correctly for the length of qualifying service for which the pensioner has been pensioned initially.

It is hereby clarified that term used as ‘Term of Engagement’ implies ‘maximum qualifying service for grant of service pension’ at the time of retirement. Therefore, Service Pension of the pensioners shall be revised with reference to actual qualifying service subject to ‘maximum qualifying service for grant of service pension’ i.e. in no case, Service Pension/Family Pension shall be revised for more than the maximum qualifying service, except for those cases which are mentioned in Appendix-X.

8. Re-grouping of Group

A table indicating equivalent group of JCOs/ORs in Army, Navy and Air Force is also provided as Appendix-Y to this circular for guidance of PDAs for determining pension admissible as per this circular.

9. Equivalent rank of the three Forces

A table indicating equivalent rank of lCOs and JCOs/ORs in Army, Navy and Air Force is also given in Appendix-Z to this circular for guidance of PDAs for determining pension admissible.

10. Rounding of Qualifying Service

While calculating the length of qualifying service for the pensionary benefits, a fraction of a year equal to 3 months and above but less than 9 months is treated as one half (1/2) year period, and nine months or more but less than a year is treated as a completed one year for determining the amount of pension w.e.f. 28/06/1983. Prior to 28/06/1983, the broken period of service of 180 days or more is to be treated as 1/2 years w.e.f. 22/04/1960. In view of above, if qualifying service has been mentioned as 17 years 10 months in PPO/Corr PPO, it should be rounded upto 18 years for post 28.06.1983 retirees, 17.5 years for pre-28.6.1983 but post 22.04.1960 and 17 years for pre-22.04.1960 retirees.

11. The provisions of this circular shall be applicable to all Pre-01.07.2014 pensioners/family pensioners and their pension/family pension shall be stepped up with reference to rank, group and qualifying service in which they were pensioned. 

Note:

a) The officers retired on or after 1.1.1996 in the rank of Major and who have completed 21 years of service have been allowed the pay of Lt.Col. Accordingly, pension of these officers have been revised by issue of Corr. PPOs. It is therefore, requested to revise the pension of post-96 Army Officer with rank Major and its equivalent in the Air Force and Navy who have completed 21 years.

b) In case of pre-1.1.2006 retirees, rank for pension and rank last held may be different. While revising the Pension/Family Pension under these orders, rank for pension, which is shown in the PPOs, may be considered for pre 1-1-2006 retires. 

c) A JCOs/ORs pensioner, who had retired with a particular rank and granted ACP-l will be eligible for revision of pension of next higher rank; if ACP-ll has been granted, he will be eligible for revision of pension of next higher rank of ACP-l; and if ACP-lll has been granted, he will be eligible for revision of pension of next higher rank of ACP-ll w.e.f. 01.07.2014. For example- a Sepoy granted ACP-l will be eligible for revision of pension of Naik rank, sepoy granted ACP-ll will be eligible for revision of pension of Havildar rank and sepoy granted ACP-lll will be eligible for revision of pension of Naib Subedar rank. 

11.1 Full pension of PSU absorbees, who had opted for 100% commutation of pension, shall be revised by concerned PSAs under these orders with reference to revised pension of the rank determined for regular category of pensioners. However, there shall be no change in restored amount of pension already notified by respective PSAs in their cases.

12. Categories of pensioners and its identification by PDAs

12.1 The Service Pension/Family Pension/Disability Pension/War Injury Pension for Commissioned Officers have been provided in tables attached with the GOI, MOD letter cited under reference.

There are under-mentioned categories of Commissioned Officers-

l). Regular Commissioned Officers (Excluding Officers of AMC/ ADC/ RVC/ MNS/ TA /EC SSC)

ll). Commissioned Officers of AMC/ADC/RVC

Ill). Commissioned Officers of Territorial Army

IV). Commissioned Officers of Military Nursing Services

V). EC/SSC Officers (Other than AMC/ADC/RVC)

Vl). EC/SSC Officers of AMC/ADC/RVC doctors

The corps / categories of the officers in case of Army Officers may be identified from corps/categories mentioned in the original PPOs. Further, the Officer’s of the Army may be identified from prefix attached to their personnel no. The prefix and corresponding category of officers are mentioned as under- 

IC, SL, SC, RC - Regular Commissioned officers.

MR - Officers of Army Medical Corps

DR - Officers of Army Dental Corps

V - Officers of Remount veterinary Corps.

TA - Officers of Territorial Army.

NR - Officers of MNS

NTR - Non-technical. Officers of Army Medical Corps.

EC - Emergency Service Commissioned Officers

SS - Short Service Commissioned Officers.

Note-1. The non-technical officers of Army Medical Corps are entitled to pension/family pension as per tables for regular Army officers and not as per AMC/ADC/RVC.

Note-2. The Medical Officers of Armed Forces may be identified from Non-Practicing Allowance (NPA) element shown in emolument last drawn mentioned in the original PPOs or corr. PPOs issued under 5th CPC and 6th CPC. However, in case of doubt, matter may be referred to the Nodal Officers, indicated in Para 20 of this circular.

12.2. The rates for Service Pension/ Family Pension/ Disability Pension/ War Injury pension for JCOs/ORs have been provided in the tables attached with the GOI, MOD letter cited under reference.

There are under-mentioned categories of JCOs/ORs

l). JCOs/ORs including Honorary commissioned officers

ll). JCOs/ORs of DSC in receipt of 2nd Pension

Ill). JCOs/ORs of Territorial Army

Some PDAs have experienced difficulties in the past while revising pension according to corps/categories. The categories of the JCOs/ORs in the case of Army may be identified from categories mentioned in original PPOs. DSC’s Second Pension and TA personnel shall be identified by PDAs on the basis of category mentioned in the PPOs. However, in case of any doubt matter may be referred to the Nodal Officers, indicated in Para 20 of this circular.

13. Methodology for Implementation

All PDAs handling disbursement of pension to defence pensioners are hereby authorized to carry out revision of Retiring/Service/Special/ Disability/ lnvalid/ Liberalized Disability/War Injury Pension including Disability/War Injury Element and Ordinary/ Special /Liberalized Family Pension of all pre-1.7.2014 pensioners drawing pension as on 1.7.2014 in terms of Govt. order cited under reference with applicable rates of dearness relief without calling for any applications from the pensioners, and without any further authorization from the concerned Pension Sanctioning Authorities.

14. Rank, group and qualifying service for which the individual was pensioned have been indicated in the Original Pension Payment Orders (PPOs) or its corrigendum PPOs. This information is available with PDAs as they have revised pension of all such pensioners in the recent past in terms of government orders issued for implementation of recommendations of 6th CPC, CSC-2009 & 080-2012. In case, any information regarding qualifying service, rank, group etc., is not available with Pension Disbursing Agencies, such cases may be referred to Pension Sanctioning Authorities concerned in the proforma enclosed as Annexure-‘A’ with Govt letter No. (1 )/2014/D(Pen/Policy)-Part-ll dt. 3“ Feb, 2016 cited at reference.

15. Payment of Life Time Arrears (LTA)

In cases where the pensioner was alive on 1.7.2014 and died/dies subsequently before receiving payment, his legal heir/heirs is/are entitled to the LTA with effect from 1.7.2014 till death of the pensioner. In such cases, payment will be regulated as per Para 11 of the MOD letter cited under reference.

16 A suitable entry regarding revised pension should be made by the PDAs in Check Register/ Payment/ Register/ Pension Payment Scroll/ Register Pension Book/ Certificate. Where qualifying service for which pensioner was pensioned is not available in the PPO, qualifying service now intimated by PSA shall be noted prominently for future reference. 

17. Additional instructions

17.1 No arrears on account of revision of pension shall be admissible for the period prior to 01.07.2014. Arrears on account of revision of pension from 1.7.2014 till date of its implementation shall be paid by the Pension Disbursing Agencies in four equal half-yearly installments. However, all the family pensioners including those in receipt of Special/Liberalized Family Pension and all Gallantry award winners shall be paid arrears in one installment.

17.2 No commutation of pension shall be admissible on revised/additional amount of pension accruing as a result of the revision of pension under this order. However, the existing amount of pension, if any, that has been commuted will continue to be deducted from the revised pension.

17.3 As a result of these orders, there will be no change in the amount of gratuity already determined and paid with reference to the rules in force at the time of discharge/ lnvalidment/death.

17.4 Any overpayment of pension coming to the notice or under process of recovery shall be adjusted in full by the PDAs against arrears becoming due on revision of pension on the basis of this Government letter, cited under reference. 


17.5 The following elements will continue to be paid as separate elements in addition to the pension revised under this order.

(a) Monetary allowance attached to Gallantry Awards such as Param Vir Chakra, Ashok Chakra etc.

(b) Constant Attendance Allowance (CAA) Which is admissible to disability pensioners.

17.6 The rate prescribed in these orders shall be the basic pension from 1.7.2014. Additional pension as applicable to the old age pensioners/ family pensioners on attaining the relevant age (80 years and above) shall also be enhanced by the PDAs from 1.7.2014 or the date from which the pensioner attain the age of 80 years or more, whichever is later as per the extant orders on the subject.

18.1. The Govt. has also desired that all the Public Sector Banks disbursing defence pension would render a monthly progress report as per the proforma (Annexure- B) (both for lCOs and JCOs/ORs) prescribed under Govt. letter cited under reference dated 03-02-2016 to the office of the PCDA (P) Allahabad. All PDAs are therefore, requested to ensure rendition of the said monthly report both in hard and soft copy by name to Shri J.P. Srivastava, Sr. AO (Audit Coordination) on e-mail ID : cda- albd@nic.in so as to reach the PSAs by 15th of the following month. It is also enjoined upon them that all the columns in proforma prescribed by the GOI, MOD must be filled in complete and correct manner.Fu rther, it is requested that one more copy of the requisite Performa be invariably sent separately along with the pension payment scrolls regarding payment of arrears of pension.

18.2 The DPDOs will render the monthly progress report as per Annexure ‘3’ to the office of the PCDA (P) Allahabad as well as to their respective CDA i.e.CDA (PD) Meerut/ CDA Chennai as the case may be.

18.3 A copy of the said Annexure ‘B’ to the Govt. letter cited under reference shall invariably be provided by the PDAs to the pensioner concerned for information.

19. Dearness Relief: Dearness Relief is also payable in addition at the rates applicable issued by the Government from time to time. (while calculating Dearness Relief on disability pension, service element and disability element, both shall be taken together)

20. Nodal Officers

In case of any doubt relating to revision of pension in terms of these orders, PDAs may immediately take up the matter with Nodal Officers of the respective PSAs by name as unden-

E-TICKETING SYSTEM FOR RAIL TRAVEL OF THE ARMED FORCES

Existing System of Rail Travel

Bulk of the transportation of Soldiers and Officers, in the country takes place through Railways. 100% cost of travel in case of Govt duties & 40 - 50% cost of travel in case of personal moves is borne by the Govt of India. The rail tickets are issued by the Railways against an instrument called Railway Warrant. Railway warrants are issued by the unit concerned against Movement Order notified by the unit for travel of various types. Books of Railway warrants are accountable and auditable documents and blank books containing numbered warrants (foil and counterfoil) are provisioned by units directly from the Stationary Depots. Books are printed by the GOI press Nasik. Foils of Railway warrants of various types are presented by defence functionaries at PRS (Passenger Reservation System) and against these warrants which are retained by PRS of Railways, tickets for rail journey are issued.



Liability of the state for providing concessions ranging from 50% to 100% is borne by the Railways initially. Subsequently after zone-wise consolidation of these used Railway warrants, references are made by Zonal Railways to RBI Nagpur and Defence Accounts Department (DAD) for debiting the defence budget. In addition to amount of railway ticket, railways also levy some amount as departmental charges (Rs. 50 per transaction) and this also gets loaded on defence transportation budget. Final classification of rail travel expenditure out of defence budget is made by DAD after scrutiny of the used Railway warrants received by them from 16 zones of Ministry of Railways.


The payment and accounting system is followed for the existing arrangements, through DAD. Railways follow their own procedures as laid down in their manuals for handling of the used Rail warrants and for obtaining reimbursement from Defence Accounts Department through RBI Nagpur. Ministry of Railways are not able to computerize this area of their functioning as the main input i.e. Railway warrant flows to them from our Defence system in manual format.

New System

Considering the cost and time involved in the existing system of railway ticketing through warrants and taking into account the recent development in Information Technology and e-governance initiatives taken by the railways, it was decided to initiate action to replace existing cumbersome, costly and time consuming system of warrants with cost-effective efficient and less time consuming system, which is based on the modern technology available.

E-ticketing system in lieu of Railway warrant is being developed via web services integration offered by IRCTC. Railway tickets can be booked by any unit over the internet through a centralized portal being developed by the CGDA. A predefined amount will be deposited in the Revolving Account at the central level with IRCTC. Tickets booked by any unit will be debited against this revolving account. The money will be recouped in the Revolving account periodically.

To ensure the proper audit of tickets being purchased, including the entitlement audit as per the Travel regulations and the accounting of the same, a software is being developed. The data will be stored in the central server of the CGDA. The requisite MIS in soft data will be generated by the system. The exception reports/MIS generated from the system will be analyzed in detail to support the decision making process.

Benefits of this system are as follows:-

  • Audit & Accounting of the travel entitlement will be automatically carried out the time of booking itself.
  • No wrong claim can be made by the Railways;
  • Cash handing will be nil.
  • Precious time of officer and PBORs being wasted in the Railway station as is happening in the present system will be avoided.
  • No extra work load at the unit level.
  • No involvement of postal Department.
  • Unit will be saved from the complicated task of handling accounting of warrants/Form'D'/CVs etc.
  • Proper budgetary control can be exercised and MIS for decision making will be available centrally.
  • No hassle in getting the refund for cancelled tickets
  • Minimum manual intervention, hence saving in manpower & administrative cost
  • Financial saving as the recurring processing charges to railways will be done away with.

Pilot Project

Pilot project for the E-ticketing was sanctioned by the Government of India on 8th June 2009. The proposed date of completion of the pilot project is December 2009. The pilot project will be implemented in 19 sites all across the country covering all the echelons of the Armed Forces.

Once the pilot project is implemented the same will be rolled out in a phased manner to all the units and formations of the Indian Defence Forces.

OFFICE MEMORANDUM

Subject: Guidelines to curb practice of obtaining donations by the associations termed by either employees or their spouses etc. from the contractors, vendors, customers or other persons having commercial relationship / official dealings with the CPSE.

The undersigned is directed to state that the CVC has observed that there is a practice of obtaining donations by the associations/NGOs formed by either employees or their spouse etc. from the contractors, vendors, customers or other persons having commercial relationship / official dealing with the CPSE. Such practice of associations comprising of officials/spouses of employees of CPSEs taking donations, advertisement or sponsorships etc. from the contractors, customers, vendors or persons having commercial / business relationship with the Public Enterprises is unethical. The CVC has further observed that such practice is avoidable in the interest of transparency and fairness.

2. The Modal Conduct, Discipline & Appeal (CDA) Rules circulated by DPE vide OM No. BPE No. 2(121)/73-BPE (GM-i) dated 26-04-1974 already lays down certain acts construed as misconduct which includes taking any illegal gratification. It is, therefore, advised that the concerned Ministries / Departments having CPSEs under their administrative control may issue necessary instructions to curb such practice in their CPSEs and also instruct them to suitably amend their Conduct, Discipline & Appeals (CDA) Rules to incorporate a specific provision as under:

“Obtaining donations/advertisement/sponsorship etc. by the associations/NGOs formed by either employees or their spouse / family members etc. from the contractors, vendors, customers or other persons having commercial relationship / official dealings with the CPSE will be treated as misconduct.

In terms of Board’s letter cited under reference, Family Identity Cards (FICS) are to be issued to retiring/retired railway employees and the Widows of railway employees with life time validity.

2. The issue of simplification of FIGS, presently in the form of a booklet, was considered and with the approval of Board, it has been decided that individual FICs should be issued to the retiring/retired railway officials and the Widows of railway employees in the form of computer printed and laminated cards on the model enclosed as Annexure-L As it is stipulated in the Pass Rules that the Railway Administration should issue FIC, for the first time simplified FICs may be issued. free of cost. However, issue of duplicate FICs should be on receipt of a written request, accompanied by a copy of FIR filed on loss of the card and payment @ Rs.25/- per card.

3. The Railways should commence issue of individual FICs within 2 months from the date at of issue of these instructions. It has also been decided that in order to avoid any rush, FICs in the booklet form issued till March 2015 with 7 years validity may be replaced free of cost with individual FICS as and when they become due for renewal. However, if any retired official requests for individual FICs in lieu of old FIC before the expiry of validity, such requests may not be denied and individual FICs should be issued free of cost treating it as renewal. In case of officials who retired after April 2015 and got an FIC with life time validity, they may be allowed to get it replaced with individual FICs, free of cost, as per their convenience. FICs in the booklet form will, however, continue as a valid identity proof for travel on PRCP till its replacement with individual FICs in due course so that pensioners do not face any problem while travelling. Individual FICs for travel on Widow Passes may also be issued on the same model. 

4.  The following instructions issued vide Board’s letter ' of even no. dated 04.06.2003 would continue to be in force:-

(i) The identity card should be carried by the spouse/dependent children during journey and produced on demand by the Ticket Checking Staff.

(ii) The FICs, Will be issued by the office from where the employees retired.

(iii) ‘ In case of retired employees/Widows drawing Post-retirement Complimentary Pass/Widow Pass from an office other than the office where the original FIC was issued, the renewal of the PIC shall be done by the authority who is issuing the pass to the applicant. For the purpose of renewal, the applicant shall submit the old FIC based on which renewal will be done.

(iv) Any addition in the PIC shall be done only by the office who issued the FIC for the first time. Renewing authorities shall have no power to carry out any addition in FIC. However, deletion of eligible member in FIC on account of death, marriage of daughter, etc. may be allowed on request.

5. Aadhaar No., if available may be incorporated in the FICs as indicated in the format. Necessary action may be taken by the Railways accordingly.

6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
