Cabinet approves Cadre Review of Indian Defence Accounts Service, IDAS

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the Cadre Review of the Indian Defence Accounts Service (IDAS) under the Ministry of Defence. 

The decision provides for an increase of 23 (twenty three) posts which includes 1 post at Apex Scale, 6 posts at HAG level, 6 posts at SAG level and 10 posts at JAG level and reduction of 1 post at HAG+, 12 posts at STS level and 10 posts at JTS level. 

The Cadre review of IDAS has come in the wake of the functional requirements, cadre structure and career progression of the officials belonging to the service.

भारतीय रक्षा लेखा सेवा की कैडर समीक्षा को मंत्रिमडल की मंजूरी 

प्रधानमंत्री नरेन्द्र मोदी की अध्यक्षता में हुई मंत्रिमंडल की बैठक में रक्षा मंत्रालय की भारतीय रक्षा लेखा सेवा की कैडर समीक्षा को मंजूरी दी गयी ।

इस समीक्षा से 23 नये पद सृजित होंगे, जिनमें एक पद शीर्ष वेतनमान का होगा जबकि छह उच्च वेतनमान, छह मध्यम वेतनमान तथा दस सामान्य वेतनमान के होंगे। इसमें उच्च प्रशासनिक स्तर के एक, एसटीएस स्तर के 12 और जेटीएस स्तर के 10 पद घटाने की व्यवस्था भी की कई है।

रक्षा लोक लेखा सेवा की कैडर समीक्षा कामकाज की जरूरतों , कैडर के संगठनात्मक ढांचे, तथा अधिकारियों की प्रोन्नति के अवसरों को ध्यान में रखते हुए की गई है।

On Wednesday, Samajwadi Party Member of Parliament in the Rajya Sabha, Naresh Agarwal demanded a hike in salaries of Members of Parliament, adding that MPs earn less than their secretaries.

News18 quoted Agarwal as saying, "Please include us in the Seventh Pay Commission. Our salaries are lesser than our secretaries.It looks like we are begging for money. We want an answer from the government. If they want to deny then they can. We want our salaries to be Rs 1,000 more than cabinet secretary."

Interestingly, while commotion generally rules both Houses of the Parliament, there is an uncharacteristic unity seen between the Opposition and the ruling party when it comes to deciding on a pay hike.

It was Agarwal who had brought the issue of pay hike last year after a Yogi Adityanath-led parliamentary panel suggested a 100 percent pay hike.
The panel recommended that the salaries of the MPs be raised from Rs 50,000 to Rs one lakh. The panel also suggested the Parliament to double the amount in constituency fund from Rs 45,000 to Rs 90,000 and a 75 percent rise in pensions, NDTV reported.

Ironically, Agarwal added that MPs deserve the hike given the good conduct of politicians in Parliament.While the Centre has given its approval for the hike in salaries, a formal bill is yet to be tabled in the Parliament to give effect to the recommendations.

2010
The last official rise in the salary took place in 2010, when the Parliament passed a bill to raise the monthly salaries of MPs from Rs 16,000 to Rs 50,000. Back then, there was a huge hue and cry over the MPs gifting themselves a three-fold pay hike.
The bill had proposed to raise the daily allowance of members from Rs 1,000 to Rs 2,000 and the constituency and office expense allowances each from Rs 20,000 to Rs 40,000.

It also sought to enhance pension of former members from Rs 8,000 to Rs 20,000 with effect from the constitution of the present Lok Sabha on 18 May last year.

However, some of the MPs were not happy with the hike too. MPs like Mulayam Singh Yadav and Lalu Prasad Yadav had demanded at least a five-fold rise in the salaries.

Subject: Restoration of full pension of absorbee pensioners in view of the order dated 01.09.2016 of Hon’ble Supreme Court in Civil Appeal No. 6048/2010 and Civil Appeal No. 6371/2010.

The undersigned is directed to refer to this Department’s OM of even no. dated 23-06-2017 on the above subject. As per the said OM, the benefit of the orders of Hon’ble High Court of Madras dated 02-08-2007 and the Orders of Hon’ble Supreme Court dated 01-09-2016 would be extended to all similarly placed absorbee pensioners. Accordingly, the words “absorbee petitioners” in para 8 of the above OM may be read as “absorbee pensioners”.

OFFICE MEMORANDUM

Sub: Grant of Extra Work Allowance- (abolition of existing Caretaking Allowance, Extra Duty Allowance, Flag Station Allowance, Flight Charge Certificate Allowance, Library Allowance, Rajbhasha Allowance and Special Appointment Allowance) - decision of the Government on the recommendation of the Seventh Central Pay Commission (7th CPC).



The undersigned is directed to say that the decisions of the Government on various allowances based on the recommendations of the 7th Central Pay Commission and in the light of the recommendations of the Committee under the Chairmanship of Finance Secretary have since been notified vide Resolution No.11-1/2016-IC, dated 6th July, 2017.

2. As mentioned in the Appendix-II of the said Resolution, dated 6th July, 2017, the existing allowances viz. Caretaking Allowance (SI. No. 22 of Appendix-II, as at present governed under this Department’s OM No. 7(21)/2008/E.IIIA dated 22.9.2008), Extra Duty Allowance (Sl. No. 57 of Appendix-ll), Flag Station Allowance (SI. No. 64 of Appendix-II), Flight Charge Certificate Allowance (SI. No. 65" of Appendix-ll), Library Allowance (SI. No.100 of Appendix-II), Rajbhasha Allowance (SI. No. 136 of Appendix-ll) and Special Appointment Allowance (SI. No. 157 of Appendix-II) have been abolished as a separate allowance and the eligible employees are now to be governed by the newly proposed Extra Work Allowance.



3. Accordingly, the above allowances shall stand abolished and the President is pleased to decide that the eligible employees shall now be covered under a new Extra Work Allowance which shall be governed as under:



a) Extra Work Allowance will be paid at a uniform rate of 2% (two percent) of the basic pay per month.



b) An employee shall receive this allowance for a maximum period of one year, and there should be minimum gap of one year before the same employee is deployed for similar duties again.



c) This allowance shall not be combined i.e. if the same employee is performing two or more such duties and is eligible for 2% (two percent) allowance for each add-on, then the total Extra Work Allowance payabale will remain capped at 2% (two percent) of basic pay.



4. In respect of the existing Special Appointment Allowance, which stands abolished, apart from the existing eligible employees, Assistant Sub-Inspector (Radio Mechanic), Assistant Sub Inspector (Radio Operator) and Sub Inspector (Radio Mechanic) are also to be included in the list eligible for Extra Wok Allowance at the rate of 2% of Basic Pay per month with the conditions recommended by the 7th CPC.



5. These orders shall effective from 1st July, 2017.



6. In so far as persons serving in the Indian Audit & Accounts Department are concerned, these orders issues after consultation with the Comptroller & Auditor General of India.

With reference to the above mentioned subject the undersigned to draw attention to the Office Memorandum No. S-11011/46/95 -CGHS D-II/CGHS(P) dated 1st August 1996 and to state that it has now been decided to revoke the OM dated 1.8.1996, in compliance of the orders of Hon’able Central Administrative Tribunal, Ernakulam Bench dated 12th July 2005 in O.A.No 563/2004 and 590/2004 and Order dated 01.06.2017 in C.P./180/21/2017 arising out of OA No. 180/563/2004 between Central Government Pensioners Association (Kerala) and Ors. Vs UOI & Others.

The retired employees of Post and Telegraph Department shall hereinafter, be entitled to the CGHS facility, irrespective of whether they were members of CGHS prior to retirement or not, subject to the payment of prevalent subscription for availing themselves of this facility as per rules in the case of other Central Government pensioners.

The Standing Committee on Defence (16th Lok Sabha) directed vide para 56 to 58 of its 2nd Report that rate of marriage grant to needy ESM (upto the rank of Hav/equivalent) and their widows be enhanced from Rs 16,000/- to Rs 50,000/- per daughter (for 2 daughters). The Standing Committee also desired that an additional allocation of Rs 10.30 crores may be provided to DESW to meet the requirement of enhanced Marriage Grant,

Sub: Online Appointment System for CGHS beneficiaries

For the convenience of CGHS beneficiaries and with an objective of reducing the waiting time at the Wellness Centers, CGHS is pleased to announce a new initiative of booking online appointments. Existing beneficiaries can now book an appointment for Medical Officer or, Specialist consultation online. The steps involved in booking an appointment online are given below

Online Appointment by Beneficiary himself
  1. Visit the website cghs.nic.in
  2. Click on the option “Book Appointment” available on RHS of the screen
  3. Enter beneficiary ID and click on “Generate OTP".
  4. An OTP (One Time Password) will be sent on registered mobile no. of the beneficiary or to the main card holder’s mobile if that is the only registered number.
  5. Enter OTP and click on "Proceed".
  6. Beneficiary details are displayed on screen. Click on “Proceed” button if the details displayed on screen are correct otherwise click on “NOT YOU”. In that case login again and proceed as above.
  7. Select Specialty, Dispensary, Doctor as per your choice and click on “Proceed” button. A beneficiary can select a GDMO (General Duty Medical Officer) or a Specialist of any of the CGHS wellness centre for appointment.
  8. A calendar is displayed to choose a date that has the availability of appointment for the selected doctor. Select date for appointment.
  9. On selecting date, top of the screen shows the slot timings and the appointments available. A beneficiary can choose the desired slot.
  10. Click on “Proceed to Book Appointment”. One can go back and make changes by using the ‘Change the Specialty’ button.
  11. On clicking the button “Proceed to Book Appointment", beneficiary details and the appointment details are displayed on the screen for confirmation.
  12. Click on the option “Confirm to Book Appointment”, Confirmation status page is displayed. One can print the confirmation slip, or book another appointment. System would also send an SMS to registered mobile number.
  13. Appointment for the GDMO can be taken within 72 hours of date of appointment whereas appointment for the Specialist can be taken within 1 month of date of appointment. Online appointment cannot be made for th e same day/date. (This window period may change depending upon the decisions taken from time to time)
  14. If a self registered patient arrives at the indicative time slot and by that time his “Q" number has already passed, he will be called as very next patient, barring emergencies. However, if the indicative time slot has passed beyond half an hour then he will have to get fresh registration from WC registration counter.
  15. If patient fails to turn up on appointed time thrice in a row the facility for him may be blocked for a month.
For walk in patients who directly visit the center without a prion self booked appointment, the facility of online registration at the registration counter of Wellness Center is available.

A meeting of the Standing Committee of National Council(JCM) with the Additional Secretary, Department of Expenditure, has taken place today to discuss about the issues arising after the implementation of the 7th CPC recommendations.

At the beginning of the meeting: the Official Side briefed about the decision taken by the Government on the Allowances. The Staff Side thereafter raised the following issues:-

1. The Central Government Employees are dissatisfied by the decision taken by the Government not to revised the HRA percentage recommended by 7th CPC. The demand of the Staff Side is reiterated for retaining the existing percentage of 30%, 20% and 10%.

2. The low paid employees who were getting Transport Allowance @ Rs.3600 + DA a on 1.1.2016 is subject to huge financial loss since their Transport Allowance has been reduced to Rs.1300+DA. This injustice should be rectified. Official Side agreed for a review.

3. Even though the demand of the Staff Side is that, Allowances should also be revised from the date of revision of pay i.e.1.1.2016, at least Government should have given the same from the date of notification of 7th CPC as was done during the previous pay commissions. The Official Side is requested to consider this demand. The Staff Side also drawn attention of the Official Side towards the Awards given by the Board of Arbitration in favour of the employees in the past in the regard.

4. As regards Minimum Pay Fitment Formula, the Staff Side has already the justification for increasing Minimum Pay and Fitment Factor. However, Official Side has not yet responded till date on this demand. Since Minimum Pay is not derived on the basis of Dr.Akryod Formula / 15th ILC norms and Supreme Court judgement, the issue requires the review by the Government. Morever, even in the existing Pay Matrix there is discrimination between the low paid employees and high paid officers. Therefore, this demand should be discussed with the Staff Side by the Official Side so as to settle this major issue which was agreed to be considered by the Group of Ministers.

5. Government may restore various advances withdrawn and should also issue orders for revision of HBA as recommended by 7th CPC and accepted by the Cabinet.

6. While thanking the government for restoring Risk Allowance to the Defence Civilian Employees, the revised rate is very negligible. It should be at least at par with the Risk Matrix given to the Fire fighting Staff.

7. Staff Side, while thanking the government for restoration of some of the allowances, abolished/subsumed by the 7th CPC, asked the Finance Ministry to remove the barrier of coming back to Finance Ministry in case of 12 allowances meant for the Running Staff of the Indian Railways, being bilateral settlement with the Railway Ministry.

The Staff Side informed the Chairman that, considering the discontentment prevailing amongst the Central Government Employees, the Official Side may convey the feelings of the Staff Side to the Government on the above issues, and in case if ther is no positive approach from the Government, then there will be alternative than to plunge into Action Programmes.

The chairman, after a patient hearing, responded as follows :-

1. The views expressed by the Staff Side would be conveyed to the Government.

2. As regards, Minimum Pay and Fitment Factor, the Staff Side may give additional grounds and justification for any revision, so that the Official Side can consider the same.

3. After receipt of the above note from the Staff Side, the next meeting would be convened.

नेशनल काउंसिल जेसीएम स्टाफ साईड के सचिव श्री शिवा गोपाल मिश्रा ने अपने वेबसाईट पर अपर सचिव, व्यय विभाग, वित्त मंत्रालय के साथ हुई दिनांक 21—07—2017 के बैठक का संक्षिप्त ब्यौरा देते हुए सभी जे.सी.एम. सदस्यों को पत्र जारी क‍िया  है।  बैठक में सातवें वेतन आयोग के क्रियान्वयन के बाद उठे मुद्दों पर बातचीत हुई है।

बैठक में हुई वार्तालाप का संक्षिप्त ब्यौरा जो कि जे.सी.एम. द्वारा प्रस्तुत किया गया है उसका हिन्दी विवरण निम्नलिखित है:—


बैठक के आरंभ करते हुए कार्यालय पक्ष ने भत्तों पर सरकार के निर्णय के बारे में संक्षेप में बताया।  उसके बाद स्टाफ पक्ष ने निम्नलिखित मुद्दों को उठाया:

1. मकान किराया भत्ता — 7वें वेतन आयोग की सिफारिश के अनुसार मकान किराये भत्ते की दरों में सरकार द्वारा संशोधन नहीं किये जाने पर केन्द्रीय कर्मचारी असंतुष्ट हैं।  मकान किराए भत्ते के पुराने दर 30%, 20% and 10% का बरकरार रखने की मांग स्टाफ साईड द्वारा की गयी। 

2. ट्रांसपोर्ट/परिवहन भत्ता— स्टाफ साईड ने बताया कि जो कम वेतन पाने वाले जो 01.01.2016 को @ Rs.3600 + DA परिवहन भत्ते के रूप में ले रहे थे अब उन्हें बड़ा वित्तीय नुकसान हो रहा है क्योंकि उनके परिवहन भत्ते को कम करके Rs.1300+DA कर दिया गया है।  इस अन्याय का निराकरण करने की मांग की।  कार्यालय पक्ष ने इसकी समीक्षा पर सहमति दी है।

3.  भत्तों के 7वें वेतन आयोग के नोटिफिकेशन से लागू करने की मांग— स्टाफ पक्ष मांग करती रही है कि सातवें वेतन आयोग में भत्तों को 01—01—2016 से लागू किए जाएं, कम—से—कम सरकार को इसे सातवें वेतन आयोग के नोटिफिकेशन की तिथि से लागू किया जाना चाहिए जैसा कि पिछले वेतन आयोग के समय किया गया था। कार्यालय पक्ष से इस मांग पर विचार करने को कहा गया।  स्टाफ पक्ष ने कार्यालय पक्ष का ध्यान इस बात पर आकृष्ट किया कि पहले किसी विवाद पर फैसला कर्मचारियों के पक्ष में दिया जाता रहा है।

4. न्यूनतम वेतन फिटमेंट फार्मूला — न्यूनतम वेतन फिटमेंट फार्मूला के मुद्दे को स्टाफ साईड ने पहले भी सरकार के समक्ष रखा था, पर सरकार ने इसपर कोई ध्यान नहीं दिया। चूॅंकि न्यूनतम वेतन डॉ. एक्र्योड फॉर्मूला/15वीं आईएससी नॉर्म्स और उच्चतम न्यायालय के आदेशों के अनुसार नहीं है, अत: सरकार को इसकी समीक्षा करने की जरूरत है। इसके साथ साथ वर्तमान वेतन मैट्रिक्स में कम वेतन पाने वाले कर्मचारियों और उच्च वेतन पाले अधिकारियों काफी अन्तर है। अत: इस मांग पर स्टाफ पक्ष और कार्यालय पक्ष में वार्ता होनी चाहिए जैसा कि इस प्रमुख मुद्दे पर विचार करने के लिए मंत्रियों के समुह ने भी सहमति दी थी।

5. अग्रिम एवं भवन निर्माण अग्रिम — स्टाफ पक्ष ने मांग की है कि सरकार खत्म किए विभिन्न अग्रिमों को पुन: लाए और भवन निर्माण अग्रिम पर सातवें वेतन आयोग की सिफारिशों को सरकार ने स्वीकृति दी है, तदनुसार आदेश जारी किए जाएॅं। 

6. रिस्क एलाउंस की कम राशि:  ​रक्षा सिविलियन कर्मचारियों के लिए रिस्क एलाउंस दिये जाने पर सरकार का धन्यवाद करते हुए इसके कम हाने पर चर्चा की गयी।  मांग की गयी कि रिस्क एलाउंस कम—से—कम फायर फाईटिंग स्टाफ के लिए रिस्क मैट्रिक्स से बराबर रखा जाए।

7. 7वें वेतन आयोग द्वारा खत्म/मिलाए गये कुछ भत्तों के पुन: लागू करने के लिए सरकार का धन्यवाद करते हए स्टाफ पक्ष ने रेलवे से द्विपक्षीय सहमति के अनुसार रेलवे के रनिंग स्टाफ के लिए उन 12 भत्तों पर से वित्त मंत्रालय के रोक हटाने की मांग की है।


स्टाफ पक्ष ने बैठक में अध्यक्ष को बताया कि केन्द्रीय कर्मचारियों में उभरते असंतोष पर विचार करते हुए उपर्युक्त मुद्दों पर सरकार अपनी भावनाओं को स्टाफ पक्ष के समक्ष रखे, अगर सरकार द्वारा कोई साकारात्मक रूख नहीं दिखा तब विकल्प के रूप में आंदोलनात्मक कार्रवाई की जाएगी।

अध्यक्ष ने धैर्यपूर्वक सुनने के बाद निम्नलिखित प्रतिक्रिया दी है:—

1. स्टाफ पक्ष के विचारों को सरकार के समक्ष रखा जाएगा।

2. न्यूनतम वेतन और फिटमेंट फैक्टर के संबंध में स्टाफ साईड और भी आधार और संशोधन के औचित्य प्रस्तुत करे तो कार्यालय पक्ष इस पर विचार कर सकता है।
3. उपर्युक्त टिप्पणी प्राप्त होने के उपरांत अगली बैठक रखी जा सकेगी।

उपर्युक्‍त से अनुमान लगाया जा सकता है क‍ि सरकार ट्रांसपोर्ट/परिवहन भत्‍ते के संशोधन पर व‍िचार कर सकती है।  भत्तों को 01 जुलाई 2017 से लागू किया गया है और सरकार ने संसद में इस पर स्पष्ट किया है कि इस तिथि में बदलाव पर सरकार कोई विचार नहीं कर रही है। Read [सातवें केन्द्रीय वेतन आयोग के अंतर्गत भत्तों को 1 जनवरी 16 की बजाय 1 जुलाई, 2017 से लागू करने, मूल वेतन की वृद्वि के तारीख से नहीं देने, बकाया नहीं देने के कारण पर वित्त मंत्रालय का संसद में स्टेटमेंट]  अत: भत्तों पर एरियर मिलने की संभावना कम है।  

न्यूनतम वेतन और फिटमेंट फार्मूले के संशोधन के मुद्दे को अभी स्थान दिया गया है पर किसी नतीजे आना संभव नहीं है। एच.आर.ए. के पुराने दर पर देने की मांग पर भी बैठक में कार्यालय पक्ष ने कोई प्रतिक्रिया नहीं दी है, अर्थात मकान किराये के दर में किसी और संशोधन की संभावना नहीं दिखाई पड़ती।  अन्य मुद्दे सरकार को सूचनार्थ दिये गये हैं भविष्य में उनपर सकारात्मक असर दिख सकेगा।

ANSWER

The Minister of State in the Ministry of Finance 

(a) &( b) The Atal Pension Yojana (APY) has been launched by the Government of India in May, 2015, which is primarily targeted at the unorganised sector and informal workers. The registration of subscribers under APY started from June 1, 2015. The salient features of the Atal Pension Yojana are as under: 

• Indian Citizens between the age group of 18 to 40 years eligible to join APY through their savings bank account or post office savings bank account.

• APY is based on defined benefit for providing guaranteed minimum monthly pension of Rs. 1000 or Rs. 2000 or Rs. 3000 or Rs. 4000 or Rs. 5000 at the age of 60 years based on pension amount chosen.

• The Central Government would also co-contribute 50% of the total contribution or Rs. 1000 per annum, whichever is lower, to each eligible subscriber, for a period of 5 years, i.e., from Financial Year 2015-16 to 2019-20, who have joined the APY before 31st March, 2016, and who are not members of any statutory social security scheme and who are not income tax payers.

• In case of premature death of Subscriber (death before 60 years of age), spouse of the subscriber has been given an option to continue contributing to APY account of the subscriber, for the remaining vesting period, till the original subscriber would have attained the age 60 years.

• In case of death of both subscriber and spouse, the entire pension corpus would be returned to the nominee.

• If the accumulated corpus based on contributions earns a lower than estimated return on investment and is inadequate to provide the minimum guaranteed pension, the Central Government would fund such inadequacy. Alternatively, if the actual returns during the accumulation phase are higher than the assumed returns for minimum guaranteed pension, such excess will be passed on to the subscriber.

With a view to provide flexibility to the subscribers of APY with seasonal or irregular income, besides the monthly mode of payment, quarterly and half yearly mode of payment of contributions have been provided in the Scheme. Further in case of default in payment of contribution, a subscriber may regularize the account by paying the overdue amount along with a minimal charge to obtain the guaranteed pension.

(c) The Pension Fund Regulatory and Development Authority (PFRDA) has intimated that the report of PFRDA and CRISIL on ‘Financial security for India’s elderly’ has, inter-alia, mentioned designing of a pension policy exclusively for women where contributions could be from the women’s families. Some tax relief to the savings held in the form of pension has also been mentioned.

(a) to (c): The construction workers getting salary upto Rs. 21000/- per month working in the construction companies situated in Employees’ State Insurance (ESI) implemented areas are covered under the ESI Act,1948. Construction site workers were also covered w.e.f. 01.08.2015. Similarly, Employees Provident Fund (EPF) & Miscellaneous Provisions Act, 1952 had been made applicable with effect from 31.10.1980 to the establishments engaged in building and construction industry where employing 20 or more persons. Thus, the benefits under the Schemes framed under EPF & MP Act, 1952 have already been extended to construction workers engaged in such establishments.

Both ESI Act, 1948 and EPF&MP Act,1952 are primarily for the workers in organized sector. As regards, un-organised sector, the ESIC has already launched two separate schemes to provide medical facilities to selected category of self-employed workers like Auto-rickshaw drivers and Domestic Workers and their family members on pilot basis at Delhi & Hyderabad but the response was not encouraging.

(a) to (d): The details of Government factories running in losses are not maintained by Department of Public Enterprises (DPE). As per the Public Enterprises Survey 2015-16, that was laid on the Table of both the Houses of Parliament on 21.3.2017, there are 78 Central Public Sector Enterprises (CPSEs) which have incurred loss in 2015-16. The Ministry-wise, State-wise (State, where registered office of CPSEs are located) details of loss making CPSEs are given in Annexure-I.

The CPSEs suffer with sickness due to a number of factors including poor order book, shortage of working capital, surplus manpower, obsolete plant and machinery and difficulty to adjust to changing market conditions.

As per the information available with Department of Public Enterprises, the details of CPSEs /units approved for closure by the Government are given in Annexure-II.

(a) & (b): Directions have been issued by Employees’ Provident Fund Organisation (EPFO) to all its field offices to make the payment of Provident Fund and Pension to members of Employees’ Provident Funds (EPF) Scheme, 1952 and Employees’ Pension Scheme (EPS), 1995 on the date of retirement itself.

As regards settlement of gratuity, as per Payment of Gratuity Act, 1972, the employer shall arrange to pay the amount of gratuity within thirty days from the date it becomes payable to the person to whom the gratuity is payable.

(a) to (e): With a view to bring contribution under Employees’ Provident Funds and Miscellaneous Provisions (EPF & MP) Act, 1952 to be paid by employer and employee at par with other savings instruments like the National Pension System, Contributory Provident Fund, etc., an agenda item for lowering the rate of contribution from the present 12 per cent to 10 per cent was deliberated in the 218th meeting of the Central Board of Trustees (CBT), Employees’ Provident Fund (EPF) held on 27.05.2017. All employees’ and employers’ representatives and State Government representatives were against reducing the rate of contribution from 12 per cent to 10 per cent.

ANSWER

(a) For the purpose of grant of House Rent Allowance to Central Government employees, cities are classified on the basis of population criteria. For this classification, the population within the Urban Agglomeration area of a city as per the latest published final decennial Census Report, is taken into consideration.

(b) & (c) No, sir. This classification of cities is only for the purpose of grant of HRA to Central Government employees.
