Subject: Revision of Syllabus and Pattern of Examinations conducted by Department of Posts for appointment to the posts of Multi Tasking Staff (MTS), Postman, Mail Guard, Postal Assistant and Sorting Assistant - regarding

Sir,

I am directed to refer to letter No. 60-10/2011-SPB-I dated 10.03.2011 and letter No. 45-14/2012-SPB-I dated 17.01.2014 on the pattern and syllabus of examination(s) conducted for filling up of the vacancies of Multi Taking Staff (MTS), Postman, Mail Guard, Postal Assistant and Sorting Assistant. The Competent Authority has approved to revise the pattern and syllabus of the examinations as under:-

2. All the examinations will be held without the aid of books.

3. The syllabus of examination includes a component to test the knowledge of local language of a candidate. The list of local languages, Postal Circlewise, is at Annexure E.

4. Revised pattern, syllabus and local language mentioned herein shall come into force from the date of issue of this communication and will be applicable to all examinations thereafter.

II. Criteria for Selection:-

a) Examination for Paper I and Paper II will be conducted in continuity in one sitting.

b) Only such candidates who qualify in each Paper, viz. Paper I and Paper·II separately, shall be considered for final selection and their merit shall be drawn in order of marks secured in Paper·I. Since Paper-II is only qualifying, marks secured in Paper-II shall not be added to marks secured in Paper·I to decide merit.

c) After arranging the candidates in order of merit as at (b) above. number of candidates to be declared successful shall be equal to the number of vacancy in each category.

d) In the event of any vacancy notified for recruitment remains unfilled only due to non·joining of selected candidate, the next candidate in the merit list shall be considered for appointment. However, appointment of such candidate shall be only on the ground of declining offer of appointment and no wait list or approved panel shall be maintained.

c) Only such candidates who qualify in Paper I, Paper II and Paper III separately shall be considered for final selection and their merit shall be drawn in order of marks secured in Paper! only since Paper II and Paper III are only qualifying in nature.

d) The final number of selected candidates shall be equal to the number of vacancy in each category

e) In the event of any vacancy notified for recruitment remains unfilled only due to non·joining of selected candidate, the next candidate in the merit list in the same category shall be considered for appointment. MINISTRY OF LABOUR AND EMPLOYMENT

NOTIFICATION

New Delhi, the 29th January, 2019

G.S.R. 58(E).-Whereas a draft of certain rules further to amend the Payment of Bonus Rules, 1975, among other rules, were published in the Gazette of India, Extraordinary, Part II, Section 3, sub-section (i) vide notification of the Government of India in the Ministry of Labour and Employment number G.S.R. 413(E), dated the 23rd April, 2018, inviting objections and suggestions from all persons likely to be affected thereby, within a period of three months, from the date on which copies of Official Gazette containing the said notification were made available to the public;

And whereas copies of the said Official Gazette were made available to the general public on the 23rd April, 2018;

And whereas the objections and suggestions received on the said draft rules from the public have been considered by the Central Government;

Now, therefore, in exercise of the powers conferred by section 38 of the Payment of Bonus Act, 1965 (31 of 1965), the Central Government hereby makes the following rules further to amend the Payment of Bonus Rules, 1975, namely:-

1. (1) These rules may be called the Payment of Bonus (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Payment of Bonus Rules, 1975, for rule 5, the following rule shall be substituted, namely:-

'5. Annual return.- Every employer shall, on or before the last day of February in each year, upload unified annual return in Form D on the web portal of the Central Government in the Ministry of Labour and Employment giving information as to the particulars specified in respect of the preceding year:

Provided that during inspection, the inspector may require the production of accounts, books, registers and other documents maintained in electronic form or otherwise.

Explanation.- For the purposes of this rule, the expression "electronic form" shall have the same meaning as assigned to it in clause (r) of section 2 of the Information Technology Act, 2000 (21of 2000).'.

सा.का.नि. 58(अ) -  जबकि भारत सरकार के श्रम एवं रोजगार मंत्रालय की अधिसूचना संख्या सा.का.नि. 413 (अ), तारीख 23 अप्रैल, 2018 द्वारा भारत के राजपत्र, असाधारण, भाग-II, खंड-3, उपखंड (i) में बोनस संदाय नियम, 1975 को अन्य नियमों के साथ और संशोधित करने के लिए कतिपय नियमों का प्रारूप प्रकाशित किया गया था और उक्त अधिसूचना वाले राजपत्र की प्रतियाँ जनता को उपलब्ध होने की तारीख से तीन महीने की अवधि के भीतर इस अधिसूचना से प्रभावित होने वाले सभी संभावित व्यक्तियों से आपत्तियों तथा सुझाव आमंत्रित किए गए थे;

और जबकि उक्त राजपत्र की प्रतियाँ तारीख 23 अप्रैल, 2018 को जनता को उपलब्ध करा दी गई थी;

और जबकि केंद्रीय सरकार द्वारा उक्त नियमों के प्रारूप पर जनता से प्राप्त आपत्तियों तथा सुझावों पर विचार कर लिया गया है;

इसलिये, केंद्रीय सरकार अब बोनस संदाय अधिनियम, 1965 (1965 का 31) की धारा 38 द्वारा प्रदत्त शक्तियों का प्रयोग कहते हुए बोनस संदाय नियम, 1975 को और संशोधित करने के लिए निम्नलिखित नियम बनाती है, अर्थात:-

1. (1) इन नियमों का संक्षिप्त नाम बोनस संदाय (संशोधन) नियम, 2019 है।
(2) ये नियम राजपत्र में इनके प्रकाशन की तारीख से प्रवृत्त होंगे।

2. बोनस संदाय नियम, 1975 के नियम 5 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात-

'(5) वार्षिक विवरण - प्रत्येक नियोजन प्रत्येक वर्ष 1 फरवरी को अर्थात इससे पूर्व श्रम एवं रोजगार मंत्रालय में केंद्रीय सरकार के वेब पोर्टल पर पूर्ववर्ती वर्ष के संबंध में विनिर्दिष्ट ब्योरों के अनुसार सूचना देते हुए प्रपत्र-घ में एकीकृत वार्षिक विवरणी अपलोड करेगा:

परंतु यह कि निरीक्षण के दौरान निरीक्षण इलेक्ट्रोनिक रूप में अथवा अन्यथा रखे गए लेखा बहियों, रजिस्टरों और अन्य दस्तावेजों को प्रस्तुत करने कि अपेक्षा कर सकेगा।

स्पष्टीकरण - इस उप नियम के प्रयोजनों के लिए "इलेक्ट्रोनिक रूप"शब्द का अर्थ वही होगा जो इसका सूचना प्रोद्योगिकी अधिनियम, 2000 (2000 का 21) की धारा 2 का खंड (द) में है।

Subject: Instructions regarding Rotational transfer.

Sir/Madam,

I am directed to refer to transfer policy guidelines for regulating transfer of Group ‘C’, Group ‘B’ (non-gazetted) and Assistant Superintendent of Posts issued vide Directorate’s communication no. 141-141/2013-SPN-II dated 17.01.2019. As per para 5 (i) if ibid communication, Post tenure of an employee shall be 3 years and station tenure shall be 6 years. However, an employee may be transferred before completion of post/station tenure on administrative grounds for reasons to be recorded in writing by an authority who is superior to the authority competent to order such transfer. The Authority Competent to approve the rotational transfer in normal course will initiate the proposal with proper justification for approval of the Superior Authority.

Various references have been received from service Unions/Associations requesting to exempt RMS officials from the provision of 6 years of Station tenure. The matter has been examined and found that most of the posts in RMS held by Group ‘C’ officials are non sensitive posts. Therefore, it has been decided to exempt Group ‘C’ RMS officials from the provision of 6 years of station tenure. However, the provision of post tenure of 3 years will continue to be in force.

Project ‘SPARROW-CBIC’ for online writing of Annual Performance Appraisal Report (APAR) in SPARROW (Smart Performance Appraisal Report Recording Online Window) for Group ‘B’ and ‘C’ Officers of Central Board of Indirect Taxes & Customs (CBIC) implemented

Online writing of APARs in SPARROW for IRS (C&CE) Officers has already been implemented w.e.f. 2016-17. As part of CBIC’s constant endeavor for better HR management, online writing of APARs in SPARROW has now been launched for over 46,000 Group B & C officers of CBIC, working in its various formations all across the country.

The Project has been inaugurated by Shri P.K.Das, Chairman, CBIC today from the Board Office, North Block, New Delhi in presence of Member (Admn)-CBIC Shri A.K. Pandey, and officers of DGHRM-CBIC. The Directorate General of Human Resource Management (DGHRM), the HR arm of CBIC is the implementing Agency of this ambitious project. It is being implemented in over 400 formations of CBIC across the country.

SPARROW-CBIC is one of its kind in terms of Scale/ number of employees covered as far as Central Government Departments are concerned. It brings a complete change in APAR management of such large number of Group ‘B’ & ‘C’ Officers/ Staff of CBIC, which would, in turn, lead to better HR Management.

This Project leverages modern technology for enhancing the overall efficiency and morale of the huge workforce working in Central GST and Customs formations of CBIC. The Project is an important milestone in the journey towards digitisation and paper less working.

Reference MoD ID Nos. 16(18)/2017/D(Works-II) dated 04.07.2017 and 19.12.2017 regarding Bio-metric Attendance System for punctuality in Defence Establishment.

2. Ministry has observed that till date Aadhar Enabled Bio-metric Attendance System is not implemented in E-in-C’s Branch. Further, it is also observed that subordinate offices are not maintaining proper leave record of Officers. The Ministry has taken a very serious view in this regard as non-maintenance of leave record will result in various administrative issues and loss to government exchequer.

3. In view of above, it is once again directed that Aadhar Enabled Bio-metric Attendance System shall be implemented in E-in-C’s Branch and all, the offices of Military Engineer Services. Non-implementation shall be viewed seriously and appropriate action as per relevant service rules/conduct rules shall be taken against the erring officials. As informed by E-in-C’s Branch, the case for exemption of Service Personnel is still under consideration in this Ministry, therefore, presently Service Personnel are not covered under ibid instructions.

4. This issues with the approval of Competent Authority.

Dear All,

We shall be crediting Incentive amount to our End users in this month (i.e. May 2019). It will give immense boost to our on-field Sales team.

1. Handy Information

a. Incentive Calculation
  • Incentives are calculated on the basis of Qualifier given in Table 1.0.
Table 1.0

Incentives: Qualifiers
Savings Account A savings account will be recognized and therefore qualifying for Incentive payment provided there is a cumulative credit of Rs.100 within 30 days of account opening.

Therefore a funded account as defined above will qualify for account opening Incentive on fulfillment of either of below mentioned conditions

Linkage of POSA within 30 days of account opening.
OR
Cumulative Revenue Generation of Rs. 30 from transactions within 90 days of account opening.
Current Account On Current accounts where the average monthly balance is Rs. 1000 for the period of 3 months beginning with the month in which account is opened.
&
Cumulative revenue generation of Rs. 50 from transactions within 90 days of account opening
  • Incentives are calculated for L0,L1 & L2 on the basis of Table 1.1.
Incentives Structure

  • Incentives are for time period 18th August 2018 to 31st March 2019 for both acquisitions and transactions. Incentives for the month of April,2019 shall be paid later on after 5% TDS deduction.
  • Incentives are for both Acquisitions and Transactions; the incentive amount has been calculated on the basis of incentive structure given in Table 1.1.
  • Acquisition incentive as of now is only for Savings accounts only,current account Incentive shall be credited later.
  • Transaction Incentive comprises of both Incentive earned on transactions done on Assisted Mode and self-mode.
  • In case of counters Incentives are only for Shared counters, no incentives for dedicated counters.
  • Incentive will only go to those end users whose IPPB savings account numbers are updated in AMS. Incentives for other end users will be credited in the next monthly cycle after their respective IPPB account detail is updated in the AMS.
  • Building on point above we shall urge branches to do the Aadhaar seeding & POSA linkage of IPPB Savings accounts of End users along with the up-dation of same in AMS this will help in Skill India contest.
  • Going forward Incentives shall be credited month of month for each preceding month.
  • The view of incentive on the CBS and Micro ATM will be the amount accrued for the day and the MTD amount till that day and so on till the end of the calendar month. New cycle will start from the beginning of the next month.
Tax Calculation

  • There is a provision of 5% TDS deduction from Incentive amount of end user towards TDS. In case an end user is earning > Rs. 15,000/- in form of Incentives in a•financial year,5% will be retained in the form of TDS and submitted to respective statutory authorities for given financial year & in other cases where the total earnings of the end user are < Rs. 15,000/- in the complete financial year, then the 5% amount retained from the incentives payable of the end user every month wise, the total retained amount will be released into the respective End users IPPB account at the end of financial year.
  • In the FY i.e. 2018-19, none of our End Users have earned > 15K in form of Incentives so we will be crediting entire amount to end users without any deduction towards TDS.
Communication
  • Each end user will get an SMS upon successfulcredit of Incentive in their IPPB bank accounts.
  • Each Circle will get email communication on details of Incentives.
  • Fan-Fare will be created on Social Media handles and communications apps on incentives.
  • Detailed end user wise Incentive calculation will be shared with circles for any query resolution and information dissemination further downwards.
  • Leaderboards,testimonials and best practices of achievers will be shared.
  • End User will be able to check Incentives on Micro ATM and CBS.
  • We shall be providing Screen Shots & a small video on How to check Incentives and other functionalities related to Incentives.

The object of the Compassionate appointment Scheme is to grant appointment on compassionate grounds to a dependent family member of a Government servant dying in harness or who is retired on medical grounds, thereby leaving his family in penury and without any means of livelihood and to relieve the family of the Government servant concerned from financial destitution and to help it get over the emergency.

2. Keeping in view the objective of the Scheme, the existing instructions of DOPT relating to compassionate appointment have time and again been reviewed / modified/ simplified so that the system finally derived at shall be more transparent, efficient and uniform in nature.

3. The existing position has been reviewed and it has been decided by the competent authority that to achieve the objective of the scheme of compassionate appointment and to ensure complete transparency, merits of the cases can be conveniently decided by allocating points to the applicants based on various attributes indicated in the reference of DoP&T from time to time. Accordingly, the Board has worked out a system of allocation of points for various attributes based on a hundred point scale.

4. Keeping in view the administrative requirement in processing such applications for appointment on compassionate ground the following proforma has been made which are enclosed herewith.

Leave granted.

1. The only question which is required to be examined in these cases is whether in case of a compassionate transfer which is inter- region, the service rendered in the previous posting is liable to be counted in the new posting areas for purposes of eligibility for consideration of such promotion.

2. The appellants are working as Tax Assistants and on account of plea of compassionate grounds, they were transferred inter-region. The stand taken by the respondent- Department is that as per the administrative instructions, the period spent in case of inter-region transfer in the previous region, could not be counted while posting such a person 1n a new region for eligibility for promotion.

3. The aforesaid issue is no more res integra in view of the judgment of this Court in the case of Union of India & Ors. vs. C.N. Ponnappan (1996 ) 1 sec 524 where this very issue was examined in the factual context of the same department as under :

"The service rendered by an employee at the place from where he was transferred on compassionate grounds is regular service. It is no different from the service rendered at the place where he is transfered. Both the periods are taken into account for the purpose of leave and retiral benefits. The fact that as a result of transfer he is placed at the bottom of the seniority list at the place of transfer does not wipe out his service at the place from where he was transferred. The said service, being regular service in the grade, has to be taken into account as part of his experience for the purpose of eligibility for promotion and it cannot be ignored only on the ground that it was not rendered at the place where he has been transferred. in our opinion, the Tribunal has rightly held that the service held at the place from where the emplouyee has been transferred has to be counted as experience for the purpose of eligibility for promotion at the place where he has been transfered.

4. We may also note that in the context of a different service, on the same principle and noticing c.N. Ponnappan 's case (supra), in M .M . Thomas & Ors. vs. Union of India & ors. (2017) 13 sec 122, it was observed as under :

"Having heard the learned counsel appearing for the parties and upon perusal of the record, we are of the view that the words of the aforesaid Rule require five years' regular service 11in the respective regions". Thus, these words must be understood to mean that the candidates should have served in the respective regions, that is, the regions where they were posted earlier and the region where they seek promotion all together for five years. Thus if a candidate has served in one region and then transferred to another, and seeks promotion in that region, the rule does not require that the candidate must have acquired experience of five years in the region where he seeks promotion, for being considered eligible. What is necessary is a total experience of five years. this must necessarily be so because the service to which the rival parties belong, is an All-India Service, in which the country is demarcated into several regions . In all-India Service, the officers are posted from one region to the other in a routine manner. The purpose of the rule is that such officers are not deprived of their experience in the feeder cadre merely because they have been transferred from one place to another."

Thus, it is quite clear that insofar as issue of eligibility of promotion is concerned, the service rendered in the previous region, prior to transfer on compassionate ground, will be counted towards service for eligibility for consideration of such promotion . That it is a non- transferable job, makes no difference on this aspect as service is rendered in the same cadre.

6. We may note that on the same issue, the petitions filed by the Union of India are dismissed today.

7. The appeals are, accordingly, allowed. The parties to bear their own costs.

A meeting with the Staff Side of the National Council JCM under the Chairmanship of Secretary, Ministry of Health & FW was held today at Nirman Bhawan, New Delhi. The Staff Side was represented by Comrades Shiva Gopal Mishra, Guman Singh, KKN Kutty, C. Srikumar, M.S. Raja and R. Parashar. The following agenda points were taken up for discussion and the decisions taken are given below for your information.

1.Non grant of 90% Medical Advance for all type of treatments by the Audit Authorities in the Ministry of Defence in violation of Ministry of Health and Family Welfare Letter No. S. 14025/I 8/2015-MS/EHSS dated 17.10.2016 It was clarified by the Official Side that 90% advance even in the case of other than package can be made to the employees as per Ministry of Health OM dated 17.10.2016. In case the Accounts Authorities of the MOD is not allowing the same the MOD may be requested to refer the matter to Ministry of Health .
2.Review of ward entitlement for Central Government EmployeesIt was agreed to reconsider the wage limit for Ward entitlement and also to streamline the same as per the 7th CPC pay matrix.
3.Withdrawal of the condition imposed in Ministry of Health OM No. S.14011/1/73-M.C., dated 23rd August, 1973 with regard to diabetic treatment.The condition to produce certificate from DMO/ Civil surgeon for continuing the treatment for diabetics etc. has been removed and any Government Doctor can issue certificate in this regard.
4.Review of package rate for Organ Transplantation The actual cost of organ transplantation will be considered depending on merit of each individual case
5.In-patient treatment m Hospitals without going through the AMA.The Ministry of Health OM dated 2nd May 1953 will be re-circulated to all the Ministries which permits the in-patient treatment without AMA sanction
6.Reimbursement of preventive Vaccination chargesThis is a policy matter which Government will have to decide
7.Emergency Treatments in CGHS recognized Hospitals.At present the CGHS beneficiary can directly approach the recognized hospital with the CGHS Card without any referral memo. The proposal of the Staff Side to avoid hardship to the patient for subsequent dealings with the CGHS Wellness centre would be considered the concerned hospitals will be asked to get the approval of the concerned dispensary doctor.
8.Reimbursement of Medical expenses not covered under the CGHS Package Rates.Steps are being taken to revise the CGHS packages and at that time the inclusion of new procedure etc would be considered.
9.Issue of Medicines to CS(MA) beneficiaries availing inpatient treatment in CGHS recognized Hospitals.Not agreed. CS(MA) beneficiaries has to get reimbursement of the Expenses
10.Permission / Ex-post facto approval for elective treatment / investigation taken in non-empanelled Hospitals / Diagnostic Centers for CS(MA) beneficiaries at par with CGHS beneficiaries.Not Agreed
11.Treatment of dependents of the deceased Employees / Employees who have taken voluntary retirement / premature retirement / medical invalidation / compulsory retirement etc.Provisional CGHS Card will be issued to the above category of employees based on the Last Pay Certificate
12.Opening of CGHS Dispensaries in AGRA, Barrackpore (Kolkata) and KochiGovernment orders are already issued in this regard. As regards Kochi, Kozhikode and Kannur steps are taken to acquire accommodation for the wellness Centre. At Kochi the BSNL Quarters have been identify. Formalities to access the same is under way. The doctor shortage of Agra would be looked in to. At present Barrackpore wellness Centre is functioning as an extension counter. Depending upon its utility the demand for establishing the same as a permanent wellness centre would be considered.
13.Central Government health Scheme. Empanelling of hospitals - streamlining the procedure to provide in-patient treatment to the beneficiaries.More than Rs. 300 crores are due to the hospitals are being cleared and under way to clear the same. steps are taken to streamline the payment procedure for the Hospitals
14.DISPROPORTIONATE REVISION OF SUBSCRIPTION UNDER CGHS DUE TO REVISION OF PAY AND ALLOWANCES OF CENTRAL GOVT EMPLOYEES ON ACCOUNT OF IMPLEMENTATION SEVENTH PAY COMMISSION.Not Agreed
15.Direct consultation with Specialists in CGHS/Central Government/State Government Hospitals /Polyclinics. Continuation of the facility to those CGHS beneficiaries who were eligible for direct consultation before revision of the Monetary CeilingThe monetary ceiling is already removed

e issue of inadequacy of CGHS empanelled hospitals at Mumbai was seriously discussed in the meeting. After discussion the official side agreed to re visit the issue considering the difficulties being faced by the Central Government Employees posted in Mumbai it was also agreed that the demand of the Staff Side for establishing a Central Government Hospital at Mumbai would be considered again and the proposal of the Staff Side to locate the said hospital at Antop Hills was favourably responded.

Consequent upon the merger of Postal Dispensaries located at Siliguri and Jalpaiguri with CGHS under the administrative control of Additional Director, CGHS, Kolkata on and from 01-04-2019, the above dispensaries have been rechristened as Siliguri and Jalpaiguri CGHS Wellness Centre.

As per the prevalent norms regarding jurisdiction of a CGHS Wellness Centre, which covers approximately 5 kms in radius from a particular dispensary , the demarcation of jurisdiction under Siliguri CGHS W.C. and Jalpaiguri CGHS W.C. have been finalized as per the Annextures attached for these two Wellness Centre separately as mentioned under :-

(a)Annexure I for Siliguri CGHS W.C.
(b)Annexure II for Jalpaiguri CGHS W.C.

The Administration of all Central Government Offices located in the city of Siliguri and Jalpaiguri must compulsorily deduct: : CGHS contribution from the salary of their employees whose residential address is within the jurisdiction of CGHS Wellness Centre in thesetwo cities and this is not linked to the application for CGHS Cards by the concerned employees.

Subject: Restructuring of SAS Examination (Computer Based Test).

MoD (Fin) has approved the conduct of the Subordinate Accounts Service (SAS Examinations on Computer Based Test (CBT) vide their File No. 26(1)/C/2017dated 20th February 2019. Accordingly, the Rule henceforth will be titled as SAS Rule 2019.

2. Consequent upon approval of the revised SAS Rules, seriatum of existing rules from Rule No. 1 to Rule 31 relating to the examination for admission to Subordinate Accounts Service of DAD incorporated at "Annexure C" to Para 102 of Office Manual Part-I have undergone major changes. Accordingly , the SAS Rules after modifications, amendment , deletion and addition of new rules approved by MOD(Fin) have been enumerated in the enclosed Annexure "A".

3. The salient features of the Computer Based Test(CBT) of SAS Examination are as follows:

(a) The requirement of qualifying the Preliminary Test before appearing in SAS Examination is dispensed with.

(b) All the papers of the examination will be having Multiple Choice Objective Type Question Answers except for Paper III (Language skills and Office Communications) .The Paper III will be conducted on computer for Multiple Choice Questions Answers and for section having descriptive type questions, Answer -Sheets will be provided.

(c) Duration of the paper(s) having MCQs will be of two-hour whereas paper (Paper III-Language Skills and Office Communications) having both MCQs and descriptive type question answers is of three-hour duration.

(d) There will be no restriction regarding the number of attempts for SAS Part I and Part II Examination.

(e) The exemption marks in each paper have been reduced to 50% and the validity will be for a period of three examinations only.

(f) There will be a negative marking of of the marks in the objective type of question papers.

(g) The pass marks in each paper is 45%. Candidates will be declared to have qualified SAS Part I and SAS Part II examination if he/she scores pass marks in all paper. No criteria of aggregate marks in each part are fixed separately .

(h) A paper regarding quantitative analysis and logical reasoning has been introduced in SAS Part I.

(i). The Subordinate Accounts Service Examinations will consist of two parts as under: -

4. The Examination schedule in the revised syllabus and subsidiary instruction for the candidates and conducting officers of the centres will be issued in due course.

5. Further, MoD (Fin) have also granted special chances to the following categories of candidates to appear in the existing pattern (i.e. existing syllabus) in SAS Part Iand Part II Examination: -
  1. One special chance to all candidates who have qualified the Preliminary Test and could not qualify the SAS Part I Examination including SAS Apprentice in the existing syllabus irrespective of number of chances availed.
  2. One special chance shall be given to all categories of candidates to clear SAS Part-II Examination as per the existing scheme who have already passed SAS Part-I Examination in the existing scheme irrespective of the number of chances availed.
  3. In addition, after implementation/notification of Computer Based Test under new syllabus, if it is considered necessary at any stage, to provide any special chance to the pre-revised syllabus candidates further SAS Part-II Examination(s) may be conducted with the approval of CGDA.
Note: In case a candidate fails to qualify in the existing syllabus. He/She will have to appear afresh in CBT. The exemption, if any, secured by the candidates in the old syllabus will not be carried forward to the new pattern of examination and a candidate is required to appear afresh.

6. Hindi Version of this circular will follow shortly.

7. This circular may be given wide publicity by all the PCsDNCsDA. As the new pattern of examination is Computer Based Test, it is enjoined upon all concerned that computer training may be imparted to the prospective candidates. Instruction regarding demo test will be issued in due course.

ANNEXURE-A

RULES GOVERNING THE EXAMINATION FOR ADMISSION TO THE SUBORDINATE ACCOUNTS SERVICE (SAS) IN DEFENCE ACCOUNTS DEPARTMENT

RULE 1: PERIODICITY

An examination for adm ission to the Subordinate Accounts Service will normally be held in selected centres fixed by the CGDA. CGDA will notify the calendar of examination in advance. The SAS Part I and Part II Examination will be preferably be conducted in the month of February and September However, the frequency and calendar of the examination will be decided on need basis by the CGDA.
RULE 2: PATTERN

The examinations will be conducted on Computer Based Test (CBT) in two parts. The SAS Part-I and SAS Part-II examinations comprising of following papers. Only those candidates who qualify the SAS Part-I examination will appear in SAS Part II examination: -

(a) SAS PART - I EXAMINATION

Paper-I:Management in Government including Constitutional and Financial Management Framework
Paper-II: Principles and Rules of Defence Accounts and Audit
Paper-III: Language Skills and Office Communications
Paper-IV: Information Technology (Theory and Practical) Paper -V: Quantitative Analysis and Logical Reasoning.

(b) SAS PART -II EXAMINATION
Paper-VI: Service Regulations - (With Books)
Paper-VII: Works, Stores and Internal Audit - (With Books)
Paper-VIII: IFA System & Elements of Law
Paper-IX: Accountancy with Elementary Costing
RULE 3:

Admission to the examination will be open to Senior Auditors/ Auditors/ Clerks/ Typist/ DEOs/ Stenographers/ Hindi Translators and Librarians.
RULE 4:

To be eligible for appearing in the SAS Part I examination, an individual must have put in two years ' service (including continuous temporary service) in the Department provided that the candidate must have cleared the probation period. This will be applicable to all candidates' unifonnly i.e. departmental candidates, or those who joined the Department through SSC or Inter-departmental transfer basis.
RULE 5:

Service rendered as a DEO 'A' in the Department (whether permanent or temporary will count against these limits for determining eligibility to appear in the examination. Service rendered by inter-departmental transfer candidates will not be counted unless the candidates have served at least two years inthe Department.
RULE 6:

There is no restriction for candidates for appearing in the SAS Part-I Examination and SAS Part-II examination. Only those who pass Part I, will be allowed to appear in Part II of the examination.
RULE 7: SAS APPRENTICE

All persons appointed direct to the Subordinate Accounts Service as SAS Apprentice should sit for the first examination i.e. SAS Part I Examination after their appointment. They will have to pass the examination during the period of probation.
RULE 8: PROCEDURE FOR SELECTION

Procedure to be followed in selecting suitable candidates for admission to the examination will be notified by the C.G.D.A. from time to time.
RULE 9 :SCREENING OF CANDIDATES BY A BOARD OF OFFICERS

Intending candidates (including those who are on deputation) will be carefully screened by a Board of Officers comprising the Principal Controller/ Controller/Additional Controller/Joint Controller, another IDAS Officer and one Accounts Officer/Senior Accounts Officer. The name(s) of the intending candidates who fulfill(s) the prescribed criteria and are recommended by the Board of Officers and accepted by the PCDA/CDA be sentto the CGDA 's Office
RULE 10: CONDUCTING OF EXAMINATION ON HOLIDAYS

If owing to some unforeseen event on any particular day on which the SAS examination programmed to be held, is declared a holiday, the examination originally programmed for that day will be conducted and will not be postponed.
RULE 11:INSTRUCTION FOR CONDUCTING EXAMINATION

The detailed instructions for conducting the examination and instructions for candidates etc will be sent by the CGDA to the Conducting Officers of the concerned examination centre and Principal Controllers/Controllers in advance
RULE 12: WITHDRAWAL OF CANDIDATURE

A candidate could withdraw before the due date stipulated by the CGDA in the notifications of the examination by writing a simple application. Such withdrawals will be allowed by the PCDAICDA concerned when circumstances of the case fully justify it. PCDA/CDA should subsequently intimate the details; of such candidates to the CODA .
RULE 13: MALPRACTICE

Any candidate who is found indulging in any malpractice such as copying, in possession of unauthorized books/notes, or attempting to influence an examiner in regard to evaluation of his answer papers, disclosure of identity in any form1 etc., may not only be disqualified for that examination but may also be debarred from appearing in future SAS Examination and in addition proceeded against under the CCS(CCA) Rules, 1965 for non-maintenance of absolute integrity. For the Paper to be answered with books, candidates may bring with them Compendium of Audit decisions issued by CGDA in addition to the prescribed books. No handwritten notes, index, key, printed notes or any other kind of study material will be allowed in the examination hall.
RULE 14: QUALIFYING STANDARDS

A candidate will be declared to have pass the Part-I and Part-II SAS Examination if he secures not less than 45% marks in each paper as well as aggregate in each part.
RULE 15(a):EXEMPTIONS

A candidate securing 50% and above marks in each subject is eligible for exemption.

RULE 15(b):
The exemptions under these Rules are mandatory. Candidates who become eligible for exemptions(s) under these Rules with reference to their performance in earlier examinations will have to avail of such exemption(s) compulsorily dispensing with the necessity for the submission of applications for the purpose. Further, the validity of the exemption mark(s) secured in earlier examinations will be valid for a period of three consecutive examinations only irrespective of the fact whether he appears in the examination held or has been granted withdrawal. After that he /she will have to re-appear m that paper(s). Principal Controllers/Controllers are to ensure that details of exemptions are correctly furnished showing details of last examination with Year and Roll No. and exemption marks secured in the papers.
RULE 16:SYLLABUS etc.

Syllabus, books etc. prescribed and the pattern of questions to be set in respect of each paper of SAS Part I and Part II Examination are as under. In case of revision/amendment of the existing manuals/orders etc. the updated version will stand incorporated in the syllabus.

RULE 17:QUESTION PAPERS

The question papers will be set by officers nominated for the purpose by the C.G.D.A. The questions so set will be moderated by a Committee/Officer nominated by the CGDA.
RULE 18:NAME OF THE CENTRES
The examination will be conducted at Centres decided by the CGDA depending upon the feasibility and numbers of candidates.

RULE 19:CHANGE OF CENTRE
The Centre of Examination will be the nearest to the duty point of the candidates. In case where due to exceptional circumstances a candidate desires to take the examination at a centre other than the one nearest to his/her duty point, his/her application together with specific recommendations of the Principal Controller/Controller should be forwarded to HQrs. office for consideration. Under no circumstances he/she may be permitted to sit in the examination as per his/her choice without prior approval of the HQrs. office.

RULE 20: REVALUATION OF ANSWER BOOKS :

SAS candidates may apply to the CGDA through proper channel for revaluation of Papers of SAS Part-I and Part-II examinations, subject to fulfillment of the following stipulations:

(a) The SAS candidates would deposit a fee of Rs.500/= in respect of each paper for which revaluation is sought for.

(b) The candidates concerned should have obtained at least 30% of marks in the paper(s) for which they want revaluation.

(c) Such requests should be made by the candidate to the CGDA (through concerned PCDA/CDA) within the time limit prescribed by the CGDA

(d) The Revaluation does not mean remarking of the answers.

RULE 21: RESULT
The result of the Examination will be notified by the CGDA to all concerned.

RULE 22:RELAXATION OF QUALIFYING STANDARD FOR SC/ST CANDIDATES.
Relaxation in qualifying standards of SC/ST candidates will be allowed with reference to DPAR OM No. F/36021/10/76-Esrr(SC) dated 21.01.77. The relaxation to be allowed will be fixed in advance and notified for information of the candidates in the light of the observations made by Hon'ble Supreme Court in their Judgment dated 1.4.86 in civil appeal No. 2952 of 1984 by the C&AG of India. The extent of relaxation will be allowed at the discretion of the CGDA and notified at the time of issue of circular calling for names of willing candidates to appear in the SAS examination. Information in respect of SC/ST who intend to appear in SAS examination is to be furnished accurately with reference to the information recorded in their Service books.

 
RULE 23: OPTION TO ANSWER EITHER IN HINDI OR ENGLISH

The candidate is allowed option in all the papers to answer the questions either in Hindi or English. The option is, however for the complete paper only and not part thereof. Therefore, a candidate can opt to answer all the questions of a full paper or all papers either in Hindi or English. In other words, optional use of Hindi or English question-wise will not be permitted.

RULE 24 :FREEZING OF TRANSFERS
Request for change of centre should not normally be entertained after notification of the approved list of candidates. Instructions contained in CGDA's Office Memo No. 330121(5)/71/AN-Cell dated 30.l 0.71 in regard to freezing of transfer of approved candidates during the period say 6 weeks before commencement of the examination so as to avoid shortage of question papers at the centres, will be strictly followed.

RULE 25:PROHIBITION OF MOBILE PHONE

No candidate shall be allowed to enter in the examination hall with Mobile phones or any other electronic device except simple Calculator. Possession of any such electronic gadget in examination hall is completely banned in the examination hall and will be malpractice

RULE 26: PUBLICATION OF MODEL ANSWERS
Model Answers of SAS examinations will be disclosed after two years from the last date of the examination.

RULE 27:POWER TO RELAX RULES
The CGDA is authorized to grant relaxation of rules on case to case basis
